Plan and implement recreation programs and services based on community interest and need. This position is responsible for supervising staff, facilities and programs/events, evaluating program effectiveness, creating new programs/events, coordinating services with school and community organizations, working with program budgets.

Active Adult Programming Focus
Develop, administer and conduct active adult programs, groups, events, community special events and active adult activities in a safe environment for Plymouth residents. Create recreation programs and events that are beneficial, appealing and inspiring to the community and the specified user group.

Essential Functions

Provide exceptional customer service to internal and external customers.
  • Interact with others in a manner that is professional and inspires open communication.

  • Participate in citywide training designed to strengthen competencies in areas such as collaboration, communication, leadership, decision-making and problem solving.

General Recreation Programming

Plan, design, initiate and supervise recreation programs, activities and services that provide high quality leisure opportunities for all segments of Plymouth’s population. Frequently analyze and evaluate recreational opportunities to ensure that we are effectively meeting the needs and interests of our constituents.
  • Propose, design and implement new programs, initiatives and events.
  • Supervise assigned programs and events.
  • Evaluate program and event effectiveness and service quality to ensure outcomes are met.
  • Implement program modifications to enhance the service and/or ensure quality experiences.
  • Work cooperatively with department staff, city staff, schools and other agencies to establish innovative joint partnerships, creative recreation programs and entrepreneurial services.
  • Coordinate and schedule programs and activities with other city departments, divisions, facilities and/or community organizations.
  • Purchase, distribute, inventory and maintain recreation program supplies and equipment.
  • Plan and coordinate assigned special events.
  • Work collaboratively with the Volunteer Coordinator to maximize opportunities and to ensure the success of volunteer experiences.
  • Make presentations to - and periodically receive input from - the City Council and the Parks and Recreation Advisory Commission on programs and events.


Administrative

Prepare and maintain a variety of reports, correspondence, and documentation to ensure quality programs and services.
Programs/Staff
  • Prepare professional reports, statistical information, and presentations as needed.
  • Prepare and present staff orientation, training and evaluation materials.
  • Work collaboratively with community businesses, organizations, schools, and groups to secure event sponsorships and/or donations.
  • Recruit, hire and supervise temporary staff.
  • Prepare, negotiate and track appropriate contractual agreements and documentation.

Budget
  • Develop, negotiate and implement individual program budgets.
  • Monitor monthly budget reports and make necessary adjustments to meet program goals.
  • Maintain necessary records, statistics and reports to track and document budget status.
  • Identify and evaluate program/product vendors and obtains bids, quotes and proposals.

Keep director, management team and maintenance personnel informed and up to date on recreation programs, services and other areas of responsibility.
  • Attend scheduled meetings and provide input/assistance for department initiatives, tasks and projects.
  • Monitor and respond to playfield or program site facility complaints.
  • Keep the maintenance division fully aware of any special needs, services or requests that will ensure effective and efficient operations of parks and recreation programs.
  • Act as a city representative or liaison to community organization and/or associations.


Marketing/Communication

Work with staff to promote and market recreational programs, services and activities to the community.
  • Initiate, generate, edit and distribute marketing pieces.
  • Prepare correspondence, letters and presentations.
  • Represent City of Plymouth and the department in a professional and positive manner through public speaking engagements and correspondence.

Assists with other duties and responsibilities as assigned.

Qualifications

Minimum Qualifications
  • Bachelor’s degree in Parks, Recreation and Leisure studies, Education, Aging Studies or related field
  • Four years of progressive experience supervising and managing recreational staff, programs, events, budgets, facilities, and services
  • Two years of experience in budget preparation and management
  • Strong written and oral communication skills
  • Demonstrated skill and proficiency with technology and computer experience (e.g., Microsoft Outlook, Microsoft Office Suite, Finance and Recreation software).
  • Must possess a valid driver’s license and a good driving record
  • Due to the nature of the position and events, nights and weekends will be required.

Desired Qualifications
  • Two years of experience creating, supervising and staffing active adult programming, groups and events.
  • Ability to lead teams of employees in a planning process, followed by implementation.
  • Ability to handle multiple priorities and demands for programs and facilities.
  • Ability to respond to both our internal and external customers in a courteous and professional manner.
  • Demonstrates the ability to apply creative, innovative and effective solutions.
  • Demonstrates considerable ability to effectively interact and build relationships with the public, staff and other agencies in a tactful and courteous manner.
  • Skilled in applying judgment and discretion in addressing issues, problems and concerns raised by the public, program participants, contractors, collaborating organizations and staff.
  • Organizational knowledge of public parks and recreation procedures, policies and city code.

Weights Lifted/Carried
The employee is expected to lift items from 0 – 24 pounds from 0 – 6 feet. The employee is expected to carry items from 0 – 24 pounds from 1 – 150 feet. The employee is expected to lift/carry items such as program/event supplies and equipment.
