About the Position
Under general direction of the Chief of Clinical Programs, develop, implement, coordinate, monitor and evaluate behavioral health programs within the agency with a goal of meeting regulatory compliance; supervise staff members of the Quality Improvement (QI) Unit and perform other duties as required. The position will serve as the in-house expert of the process improvement process. The selected individual will help advance equitable access to care for children, youth, and families in need of support. Come make a difference in the Pajaro Valley!

Duties and Responsibilities
Oversee and administer the activities of the Quality Improvement Unit, including developing, implementing, and overseeing process improvement activities in the clinical program setting.
Develop and implement standardized case and program reviews; collect and analyze data of various types
Analyze, organize, and communicate quality care review data to identified leaders in the agency for compliance and quality improvement.
Ensure quality assurance standards for programs are monitored appropriately, recommend changes in practices/procedures and re-evaluate for effectiveness
In partnership with Executive Leadership, develop and coordinate customer service experience measurement program ensuring customer satisfaction analysis for all clinical programs.
Identify a menu of accessible reports that provide agency leadership with effective program monitoring and productivity activity; data may require additional analysis.
In partnership with Executive Leadership, develop and ensure an effective onboarding program for new clinical staff
Ensure agency’s Polices and Procedural Manual is updated on a regular basis
Serve as the agency representative for county quality improvement and assurance committees
Serve as the project manager for all site review visits and accreditation programs
Support nonclinical leadership team members with training for effective program evaluation
Serve as coach and mentor to senior leadership for purpose of advancing a culture of improvement in the agency
In partnership with the clinical supervision leadership, develop a coaching and support plan for clinical staff demonstrating performance improvement needs
Conduct public presentations as needed on topics related to quality assurance and quality improvement
Employment Standards
Knowledge of:
Principles and practices of public administration, program planning and evaluation
Current quality improvement principles, best practices, and trends in the delivery of services to community
Effective project management principles
Practices and technique of interpreting and analyzing data
Application of federal, state, and local laws, policies, and administrative procedures of public services, preferably in behavioral health
Utilization of electronic databases to pull data reports and conduct analysis
Ability to:
Engage others in enhancing quality of service
Communicate effectively with team members and community partners
Provide written and oral reports to different audiences
Effectively supervise staff and ensure clarity of direction is provided
Develop project plans and ensure project delivery
Engage in public speaking and represent the organization in a reputable and consistent manner
Flex schedule as needed to accommodate for special projects
Training and Experience
Any combination of education and experience which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these would be:
- Equivalent to a bachelor’s degree with a degree in public administration, public health, sociology, psychology, business administration or closely related field and one year of experience.
