The Chief Engineer, Space Systems RF Systems Business Area (SP&C/ISR) is responsible for providing technical direction and leadership for all PNT. This position has the responsibility for overall engineering execution (cost, schedule, technical performance) of the supported business. This position will report directly to the Chief Engineer, RF Systems Division and dotted-line reports to the GM of PNT. CE’s are a full business partner driving Space Systems (SS) growth and excellence in execution.
Essential Functions:
- Provide strategy and technology direction for the development of existing and new products and technologies.
- Partner closely with the business in the execution of their businesses and the long-term strategic planning. Provide proactive technical leadership at the onset of development programs, working closely with Strategy & Business Development to leverage the talent of the organization to architect new solutions to our customer’s most challenging problems in pursuit of new opportunities to continue to grow the business, and for the early intervention and course correction should red programs arise.
- Act as a change agent to help strengthen the ability of the organization and work collaboratively with other functions to ensure strong program execution.
- Influence product and program designs early in the development process.
- Partner with sector leadership in the development and execution of business objectives, interfacing regularly with the sector’s program and functional leadership teams.
- Lead pre-award Staffing Reviews to ensure programs, IRADs, pursuits and proposals are positioned to start successfully (accountable for critical leadership assignments PE & SE).
- Own/Chair technical baseline reviews (TBRs), proposal cost reviews and generate summaries (verify understanding of scope of work, compliance, eliminate cost duplication/voids, review the definition of activities needed to satisfy cost requirements, review functional/IPT engineering cost estimates for total program, evaluate key technical risk areas and associated cost inputs, and ensure proper engineering best practices are followed).
- Lead technical program execution and ensure successful Program Reviews, CDRs, PDRs, SRRs, TRRs, and Program Kickoffs.
- Manage engineering resource utilization across the business – identify trends, align goals (hiring, recruiting, and assignments) to the business AOP & SGP to ensure headcount and skillset needs are met through partnership with functional engineering leadership to ensure programs are successfully staffed, productivity improvements are defined and implemented, and engineering process rigor is adhered to.
- Identify opportunities & drive improvements to achieve the sector’s financial objectives.
- Support the development of the SS Capability and Mission Market’s roadmaps, including IR&D analysis, project execution, CheckPoint approval process, and resource allocation in partnership with members of the SS / Engineering Leadership Team.
- Ensure programs, pursuits, proposals and IRADs are following engineering processes and best practices.
- Drive thorough and rapid closure to resolution of technical issues and RCCAs as necessary
- Lead/influence Business Area IRAD – planning, execution oversight, budget adherence, assess & report progress, bridge between business technical needs and IRAD office, and ensure intellectual property protection
Qualifications:
- Bachelor’s Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience
- Active US Government Top Secret Clearance
- Experience and working knowledge of engineering development programs
- Experience and working knowledge of Risk and Change Management
- Experience with Technical Baseline Reviews and Proposal Cost Reviews
- Experience leading diverse cross-functional engineering teams
Preferred Additional Skills:
- RF engineering
- PNT engineering
- Experience with Earned Value Management and EAC/VAC (Estimate at Completion/Variance at Completion)
- Strong working knowledge of Space Systems engineering
- Strong communication skills and ability to synthesize complex issues into actionable plans/recommendations
- Ability to influence business improvements and results without direct authority
