Job description
ARC Manor AddictionRecovery Center, an independent, private non-profit drug and alcohol facility is seeking a Chief Executive Officer. The facility is headquartered in Kittanning, Armstrong County as well as offices in New Bethlehem and Leechburg. Programs offered at the facility include residential treatment, intensive outpatient, and outpatient programs, as well as services in the local jail and a Medication-Assisted Treatment program. The CEO position will report directly to the Board of Directors.
Examples of Work:
· Directs operation of a community-based drug and alcohol program, which includes such administrative functions as budgeting, accounting, procurement, personnel, etc.
· Directs the operation of the agency and ensures compliance with the PA D&A Abuse Control Act, DDAP regulations, DOH contract, local ordinances, SCA mandates, and other applicable laws and regulations to ensure provision of quality service delivery.
· Devises and implements programs, policies, regulations and procedures.
· Works closely with governing board.
· Responsible for developing community awareness about agency programs.
· Participates in the planning and development of new and innovative drug and alcohol programs.
· Responsible for the supervision of planning, developing, implementing, and evaluating the therapeutic care, treatment, and rehabilitation program
· Responsible for the direction of staff in accordance with established personnel policies.
Required Knowledge/Skills and Abilities:
· Knowledge of the principles and practices of public health administration, accounting, personnel, administration, procurement, etc.
· Knowledge of the laws, regulations, policies and procedures governing the administration of drug and alcohol programs.
· Knowledge of the principles and practices of drug and alcohol program planning and development as it relates to the implementation of service provision.
· Knowledge of the human service delivery system.
· Knowledge of the theory and techniques of personnel management and administration.
· Knowledge of budget preparation, general accounting and fiscal management principles and practices.
· Ability to exercise effective administrative and professional supervision over employees.
· Ability to establish and maintain effective working relationships with staff, members of the Board, outside agencies, institutions, and the general public.
· Ability to prepare program description and written grant proposals to apply for additional alternative funding.
· Ability to plan and organize work and prepare adequate reports.
Minimum Experience and Training:
Candidate must meet Commonwealth of PA Department of Drug and Alcohol Program Licensure staffing qualifications for position of facility director:
A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services), public administration, business management or other related field and 2 years of experience in a human service agency, preferably in a drug and alcohol setting, which includes supervision of others, direct service and program planning. Licensure (LPC, LCSW, LMFT, Licensed Psychologist) and PA Certification Board preferred.
