Job Description

The Site Manager has demonstrated experience in effective property management to oversee apartments in the Ogden Area. The Site Manager is responsible for all day-to-day operations of the property and must ensure customers receive prompt, efficient and quality service. The Site Manager will coordinate with the Regional Compliance Manager (RCM), Regional Property Manager (RPM), maintenance personnel, accounting personnel, and other appropriate elements of the organization.

What You Will Do:

  • Must adhere to the Fair Housing Act, Americans with Disabilities Act, Section 504 regulations and comply with all State and Federal Law
  • Market property, as necessary
  • Conduct market surveys as requested
  • Show apartments to prospective residents
  • Perform initial screening and pre-application procedures of prospective residents
  • Prepare and execute lease agreements, collect security deposit and rent
  • Conduct move-in inspection and provide orientation packet
  • Collect monthly rental payments and deposit monies daily
  • Maintain balanced petty cash fund
  • Maintain a current list of residents and rental amount
  • Enforce all rules and regulations
  • Prepare warnings and violations of lease or house rules and deliver to resident(s)
  • Coordinate with RCM for lease termination and review with RPM to make determination
  • Maintain required resident files
  • Address all resident complaints and concerns
  • Respond timely to all reasonable resident requests (maintenance or otherwise)
  • Ensure residents receive prompt, efficient and quality service
  • Oversee and manage assigned property personnel, as applicable
  • Adhere to budget guidelines as directed
  • Trouble-shoot all reported maintenance problems before entering and submitting work order requests, coordinate with maintenance. Initiate, submit for approval and finalize purchase order request(s)
  • Monitor maintenance service standards in coordination with the maintenance department
  • Coordinate and ensure quality performance of all third-party vendors (e.g. trash removal, pest control, snow removal, lawn care, etc.)
  • Perform minor repairs (screw driver/plier maintenance)
  • Attend all resident move out inspections in coordination with maintenance personnel
  • Inventory belongings abandoned in units, in coordination with maintenance personnel
  • Prepare vacant apartments for re-occupancy, in coordination with maintenance personnel
  • Promptly schedule re-rent maintenance and ensures timely completion
  • Clean vacant units as required
  • Ensure snow is removed from walks and common areas during snow season (7:00 a.m. to dusk)
  • Ensure grounds are adequately watered during summer months
  • Walk property at least twice daily to ensure clean, neat appearance, making corrections as necessary
  • Maintain property keys and key control
  • Administer resident use of all common areas
  • Maintain laundry, community buildings, and common areas daily to ensure a high state of cleanliness
  • Accompany Kier Property Management (KPM) and agency representatives on property inspections, as required
  • Attend monthly Managers Meeting to discuss all operations of management and other various meetings, training, etc. as required
  • Perform all other duties as assigned
  • Section 8/ Tax Credit/ Home Fund:
  • Complete all annual recertification’s in a timely manner
  • Maintain required resident files according to KPM policy and procedure
  • Edit monthly resident newsletters for distribution, and disseminate
  • Prepare required monthly property reports for timely submission as outlined
  • Comply with all laws, regulations and program requirements
  • Consistently maintain applicant waiting list according to program requirements and Federal and State law
  • Perform initial screening process and ensure program qualification of all prospective residents
  • Complete all program and Management forms required on each qualified resident (including re-certification)
  • Obtain necessary verifications to accompany HUD forms
  • Maintain all program required data bases timely
  • Coordinate life skills training, as applicable
  • Assist with the preparation for Audits and any required responses
  • Perform all other duties as assigned

  • Computer Skills: To perform this job successfully, an individual should have knowledge of Internet software; property management specific software (Yardi), spreadsheet software, and word processing software, as well as staying current on latest software versions.
  • Licensing Requirements: Valid Driver’s License and may be required to obtain a Utah Real Estate License.
