This position will perform project inspection services for roadway construction projects to ensure compliance to County, state and federal standards and specifications. Assists with infrastructure management to include but not limited to inspections, asset surveys, data entry, data collection, and maintenance needs.

Duties

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of this job at any time.


  • The primary duty of this position will be with the inspection of projects performed by internal Road and Bridge maintenance crews. This will include quality/safety inspections and filling out daily/weekly inspection score sheets for all internal projects.
  • Work schedule will vary based on inspection needs. Primary work hours will be Monday – Friday 7AM to 3PM. A 4day 10hr a week schedule may be available for portions of the year when inspection schedules allow.
Acts as construction observer to assure compliance of contractor work with approved design, specifications, and accepted standards of safe work procedures in the public way. Inspects materials for identification and conformance to specifications. Reviews drawings, specifications and manuals to prepare for the inspection.

Document the results of the inspection and documenting daily progress.

Inspect work zones for proper traffic control setup, erosion control devices and maintenance.

Accepts, rejects or requires modification to contracted and in-house crew work as necessary. Negotiates cost for additional work when necessary or desirable.

Maintains a detailed spreadsheet of the County's cost to date and estimated project completion cost. Prepares monthly pay estimates. Bills other municipalities and districts for work completed to their facilities.

Assists in the development of the annual Road and Bridge maintenance programs such as concrete replacements, street surface seals, overlays, and reconstructs. Assists in determining the extent of work necessary for each program. Determines the appropriate bid items and quantities for each of these programs.

Develops the engineers estimate for each project. Helps in making minor design changes to improve or correct deficiencies.

Reviews various tests to ensure compliance with adopted standards.

Communicate diplomatically and effectively with state and federal agencies, coworkers, private industry representatives, technical consultants, and the general public. Handle difficult situations with patience and good judgment under stressful conditions. Independently and creatively solve problems encountered during construction.

Recommend design alterations as required; make recommendations for technical solutions to problems encountered during project design and on-site inspections.

Provide accurate field sketches, project documentation and minor engineering drafting.

Cooperatively gather and compile project requirements from infrastructure data; prepares visual aids including maps, tables, graphs, slide shows, exhibits and similar materials to support projects and programs.

Responds to inquiries from the public regarding street rehabilitation and future street maintenance. Reviews information, complaints, questions, and inquiries from the general public regarding street rehabilitation and future street maintenance.

Responds, investigates, and tracks Service Requests. Recommends action for service requests on problems in public rights-of-way.

Performs storm duty at various hours which could include non-working hours. Snow duties will include routine scheduled hours to evaluate roadway conditions prior and during snow events. Roadway conditions will be reported to the shift supervisor.

May act as backup Maintenance Project Coordinator I or II as necessary. This includes but is not limited to project inspections and coordination.

Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of construction bidding procedures.

Knowledge of construction industry practices in regard to design and construction of public works projects.

Knowledge of County adopted Infrastructure Design and Construction Standards, Metropolitan Government Pavement Engineers Council (MGPEC) Specification, Colorado Asphalt Pavement Association (CAPA) best practices and Portland Cement Association (PCA) best practices.

Familiar with Colorado Department of Transportation (CDOT) standards.

Ability to operate and skill in the use of tools and equipment associated with road inspections.

Ability to use personal computer spreadsheets, databases, and word processing applications.

Ability to work independently; ability to compute percentages, grades, and linear measurements; ability to read and interpret engineering drawings, construction plans, and profile sheets.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with contractors, internal operation crews, supervisors and other jurisdictions staff, other employees, and the general public.

Ability to use hand tools such as picks, shovels and testing equipment.

Requirements

EDUCATION:
High School Diploma or GED

EXPERIENCE:
2 years related experience with street construction/pavement maintenance inspection desired.
OR
Any equivalent combination of education or experience that satisfy the requirements of the job.

Supplemental Information

NECESSARY SPECIAL REQUIREMENTS:
Possession of a Colorado Class "C" driver's license or be able to obtain within two (2) weeks of appointment.
Successful completion of a background check and clear Motor Vehicle Request (MVR).

SUPERVISION RECEIVED:
Works under the general supervision of the Infrastructure Manager. In addition, receives instruction on specific assignment objectives, complex features and possible solutions from the project coordinators.

SUPERVISION EXERCISED:
None. May act as a leadworker to technicians and/or temporary employees on specific projects.

COMPLEXITY/RESPONSIBILITY:
Work in the class is detailed and requires analysis of facts to arrive at solutions. Communication and compliance with solutions decided. Positions are responsible for the safe operation of a County vehicle and various testing equipment.

SCOPE OF INTERPERSONAL CONTACTS:
Requires considerable contact with contractors, developers, supervisors, other employees, and the general public and involves the use of interpersonal skills to enforce compliance with codes in a manner that is clear, firm, tactful and impartial.

WORK ENVIRONMENT:
Work requires frequent exposure to weather conditions, road hazards, the hazards associated with new construction, and possible exposure to radioactive material while using nuclear soils density testing equipment.

PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.

Spends 20% of the time sitting and 80% of the time whether standing or walking while in the field or office.

Occasionally lifts, carries, pulls or pushes up to 40 lbs.

Occasionally, with assistance, lifts up to 75 lb. including manhole covers.

Occasionally climbs, stoops, kneels, crouches, crawls and balances while in the field.

Oral and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone.

Eye, hand, and finger coordination enabling the use of office and field machinery.

Visual capacity including depth perception, color vision, and peripheral vision enabling completion of field inspections and operation of machinery.
