Descriptive Statement

The Temporary/ Part-Time Property and Evidence Technician (maximum 25 hours per week/no benefits) is an FLSA non-exempt clerical position under the supervision of the Police Sergeant overseeing the Property and Evidence section. In addition to various clerical duties, the position assists the public and the department with receipt, processing, and maintenance of the chain of custody for evidence, found property, and personal property for the Police Department.

Duties & Responsibilities

ESSENTIAL FUNCTIONS:
  • Works closely and cooperatively by receiving, responding to, and assisting the public, law enforcement personnel, other government agencies and other City employees in person, by phone, fax, mail or e-mail in regard to all property and evidence related matters.
  • Interacts effectively with diverse groups and individuals, calms emotional people, and displays excellent customer service skills.
  • Provides the public with general and/or explanatory information, answers questions, and resolves problems.
  • Intakes, records, and logs property and evidence
  • Handles firearms, narcotics and dangerous drugs, monies, explosives, and other dangerous or toxic materials.
  • Enters all new property and evidence taken in by officers in a timely manner into the RMS system
  • Insure each item being processed is entered correctly then transferred to the property module and bar coded
  • Responsible for the integrity of evidence within the section by maintaining proper chain of custody according to accepted standards, federal, state, local laws / Charter
  • Reports and documents any type of integrity issue of evidence or property in a timely manner
  • Conducts assigned inventories/audits of selected areas within Property and Evidence
  • Researches case report numbers, case dispositions to determine owners and eligibility of items to be returned or disposed of
  • Researches disposition details in Colorado Courts / RMS / Tyler and Spillman to prepare and processes property for disposition/destruction
  • Performs Criminal Histories for weapon release to include CCIC, NCIC, RMS, Colorado Courts and E Trace for federal review
  • Scans and attaches documents to be included into the electronic records system for permanent retention
  • Organizes and accounts for evidence used in court proceedings and to conduct and oversee legal viewings
  • Retrieves and releases evidence and property to officers, prosecuting attorneys, and the public in accordance with established procedures and policies
  • Testifies in court to verify evidence-handling procedures
  • Order and maintain various supplies needed for the day to day operations of a large Police Department including office and or evidence related supplies
  • Provides secretarial support, assisting police officers and other staff with printing, correcting and editing reports and citations as it pertains to Property and Evidence

IMPORTANT FUNCTIONS:
  • May perform duties of an equal or lower classification as required.
  • May perform other duties as assigned

PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Involves heavy lifting of items that may be bulky / awkward and on rare occasions may weigh over 100 lbs. Frequently lifts, carries, pushes, or pulls equipment and supplies weighing up to 50 pounds, frequently lifting and carrying objects weighing up to 50 pounds.
  • Frequently stands and walks for prolonged periods of time to observe for safety hazards and perform moving, organizing and release of items within the section.
  • Occasionally climbs ladders to perform duties within the section.
  • Uses manual dexterity to manipulate items within the section.
  • Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing.

Knowledge, Skills & Abilities

  • The ability to successfully learn how to perform the essential duties of the Property and Evidence Technician classification;
  • The ability to learn the clerical methods, basic legal terminology, and law enforcement within the Property and Evidence Section;
  • The ability to learn the police property and evidence retention and release practices;
  • The ability to learn the judicial system, police/court procedures and criminal statues for the City of Pueblo and the State of Colorado;
  • The ability to learn how to operate all office equipment such as copiers, fax machines, scanners, bar code equipment, etc.;
  • The ability to learn to operate a computer and its software programs to access information and work with word processors, spreadsheets, and/or databases;
  • The ability to learn the department policies, practices, techniques, and methods required to perform duties;
  • Superior customer service skills;
  • Skill and ability to provide and receive accurate information from a wide variety of people, either by telephone or in person;
  • Skill and ability to communicate effectively and work successfully with superiors, other agencies, City personnel, the general public, and others contacted in the course of work;
  • Skill and ability to perform well under stress;
  • Skill and ability to type accurately at a moderate speed;
  • Skill and ability to accurately record, and reconcile currency reports;
  • Skill and ability to multi-task and use multiple computer software systems at one time in order to enter, track and release property and or evidence
  • Ability to perform all the job duties in a safe manner.

Minimum Qualifications

In addition to the knowledge, skills, and ability to learn listed above, this position requires the following:

  • High School Diploma, GED equivalent or higher education
  • Be at least 21 years of age or at the time of application
  • Posses a valid, unrestricted driver's license at the time of application
Preferred Qualifications:
  • Previous Experience in a Law Enforcement Environment
  • Data Entry Experience
  • Experience with Microsoft Office Suite
  • Previous Clerical Experience
  • Customer Service Experience
  • Law Enforcement Specific Computer System Experience
  • Experience in Inventory control systems


SPECIAL CONDITIONS OF EMPLOYMENT:

Works primarily in stockroom environments. Employees in this position are exposed to blood borne pathogens, bodily fluids, chemicals, firearms, narcotics, dangerous drugs, etc.

Police Property and Evidence Technicians are subject to being held criminally and financially liable in regards to being subpoenaed on the accuracy of information that is processed and evidence handling.

Be able to apply for a certification as an authorized CCIC/NCIC user.


Individual must successfully pass a post-offer background check and be required to successfully complete a police background investigation, which may include a polygraph examination and fingerprinting
. Must also be able to pass a drug test, upon request.

City of Pueblo Temporary and Seasonal Employee Sick Leave Benefits
Beginning January 1, 2021, all employers in Colorado are required to provide paid sick leave to employees under the Healthy Families and Workplaces Act (“HFWA”). Said leave is accrued at one hour of paid sick leave for every 30 hours worked, up to a maximum of 48 hours.
Per the Act, leave may be used for any of the following reasons:

  • The employee has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
  • The employee needs to care for a family member who has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.
