  • Minimum Qualifications

BS in Engineering (Chemical, Mechanical or Industrial preferred). 5-10 years of experience desired with a minimum of 3 years of manufacturing related experience. Must have strong project management, organizational, communication, and interpersonal skills.

  • Purpose

The Project Engineer has responsibility for designing, managing, implementing, and starting up capital projects with accountability for the safety, health, environmental performance, cost, quality, reliability, capital utilization, and communications for the Valley Park site. He/she is responsibility for developing, maintaining, and executing operations projects which support the business objectives of the company and the site.

Business Objectives

  • Actively participate and support Operations, site and business objectives.
  • Establish and maintain key relationships to ensure projects are effectively executed to support business objectives.
  • Identify opportunities for improvement at the site and lead efforts to improve.

Key Result Areas

Environment, Health, Safety

  • Ensure all applicable EHS regulatory requirements are met and that safety and environmental compliance take priority over production pressures.
  • Ensure all PSM requirements are met.
  • Ensure that appropriate advance planning is done to anticipate regulatory changes and ensure that operations will be prepared for future compliance.
  • Ensure that procedures are documented and effectively implemented for all Operations projects.


Capital Projects

  • Manage multiple capital projects and ensure costs remain within budget and projects are completed on schedule
  • Work with plant, maintenance, engineering, technology, and EHS personnel to scope out and implement projects
  • Perform preliminary engineering to identify critical project requirements, develop alternatives, conduct cost/benefit analysis to prioritize options, anticipate issues, bottlenecks, and roadblocks
  • Perform detailed engineering to provide project scope, design, and equipment specification that meets requirements, including budget, schedule and performance.
  • Ensure conformance with accepted engineering standards, specifications, and engineering practices
  • Understand and meet PSM requirements for engineering and process design including Process Hazard Analysis, MOC, and PSSR
  • Understand and meet regulatory & permit requirements and obtain required documents in a timely basis by providing necessary information.
  • Prepare bid documents and review with contractors to ensure scope requirements are understood and met.
  • Prepare capital approval requests including scope, schedule, and costs.
  • Work with Procurement as needed to procure necessary equipment, parts, and services
  • Execute capital projects through required project management to meet budget and timing expectations.
  • Manage the interface between engineering, construction, and operations to maintain project schedules
  • Lead contract personnel as required during the construction phase of a project
  • Develop commissioning plans and start-up procedures as needed
  • Provide documentation for all engineering and process design including P&IDs and equipment drawings, specifications, calculations
  • Lead/support start-up activities including calibration, commissioning, PSSR, procedures, training and assist in development/revision of needed Standard Operating Procedures (SOPs) related to new project installations.

Financial Performance

  • Develop and maintain effective cost management systems for all Operations projects to meet business and project objectives.
  • Routinely monitor costs versus budget, project completion timelines and ensure that assignable causes for variances are documented and communicated. Develop intervention plans as appropriate.
  • Identify and communicate opportunities to management where business strategies might be altered to increase manufacturing effectiveness and overall shareholder value.

Quality Management/Customer Focus

  • Promote best practices sharing across all functions.
  • Provide troubleshooting support for various site equipment and process needs.
  • Maintain procedures and practices required to maintain ISO:9001 certification.

Communication

  • Effectively communicates with site Manufacturing Management, Procurement, Sales, Technology, and all other support personnel on projects and activities.
  • Communicate issues of immediate concern to management
