Under general supervision, the Information Technology Specialist provides liaison and technical assistance to microcomputer users; installs and troubleshoots software, hardware, and network problems; trains users in the operation of online systems; resolves telecommunication problems; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

The Information Technology Specialist is distinguished from the Information Technology Administrator, which performs more complex systems and networking analyses, coordinates hardware and software upgrades with consultants, and performs more extensive administrative functions.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.

1. Installs, updates hardware, tests, and repairs personal computers, peripherals, and software packages; customizes installed software to the specific requirements of City departments.

2. Installs and configures hardware and software components in the network such as routers, hubs, modems, and printers via local and remote sites.

3. Configures network software such as printer drivers; sets up and allocates network disc space for users as needed.

4. Troubleshoots problems by determining if problem is hardware, software, or network related.

5. Troubleshoots and resolves e-mail and related issues in the network environment.

6. Responds to inquiries and provides technical assistance regarding microcomputer systems and programs.

7. Trains users in the operation of software and hardware; maintains current knowledge of computer hardware, software, and programming techniques.

8. Coordinates activities to resolve program and system problems.

9. Prepares and maintains system documentation.

QUALIFICATIONS GUIDELINES

Knowledge of:
Principles of computer systems, procedures, analysis and design; principles and techniques of computer installation, programming, data processing and programming, and documentation; computer logic and mathematics; use, capability, characteristics, and limitations of computers and related equipment; principal languages used in program; computer applications utilize in governmental organization; records storage and handling techniques; effective customer service techniques.

Ability to:
Analyze and define problems and conceptualize new computer solutions; develop and revise computer programs; train users in system applications; design and prepare comprehensive reports, flow charts, diagrams, and instructions; communicated effectively, both orally and in writing; establish and maintain effective working relationships with computer system users, including staff and management; read, interpret, and apply complex technical publications, manuals, and other documents in performance of assigned tasks.

PHYSICAL AND MENTAL DEMANDS

Physical Demands
While performing the duties of this class, the employee is frequently required to sit, stand, walk, bend, stoop, squat, and twist at the waist to work at different workstations to access cabling and hardware. The employee must be able to talk and hear. The employee must be able to use their hands to find, handle, feel, or operate computer hardware and standard office equipment; and reach with hands and arms above and below shoulder level. The employee occasionally lifts and installs computers, printers, drivers, and related equipment, and carries records and documents weighing up to 50lbs. Specific vision abilities required by this class include close vision and the ability to adjust focus.

Mental Demands
While performing the duties of this class the employee is regularly required to use oral and written communication skills, read and interpret data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given interruptions, and interact appropriately with staff, management, city officials, contractors, public and private representatives, and others in the course of work.

WORK ENVIRONMENT

The employee frequently works in office conditions and is exposed to alternating coldness, heat, and dust. The employee may be required to occasionally travel to offsite facilities. The employee must be able to withstand exposure to vibrations, pitch, and glare from the computer. The noise level is usually moderate, at and below 85 decibels level.

EDUCATION/TRAINING/EXPERIENCE
High school graduation or G.E.D. is required, supplemented by 60 units of college-level coursework and technical training in database configuration and administration, networking procedures, hardware usage, and software application procedures. Two years of experience involving the installation, maintenance, and repair of microcomputer software, hardware, networking systems, and peripheral devices are required. Additional relevant work experience may substitute for the higher-level supplemental educational requirement.

LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS
Valid Class C California driver's license, acceptable driving record, and evidence of insurance are required.

The employee may be assigned to work nights, weekends, and holidays.

Below is a list of key benefits offered to employees of the City of Buena Park and is only a summary of benefits. They are not intended to replace or modify the legal plan documents on file in the Human Resources Department.
SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.
RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.
VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.
SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.
HOLIDAYS: An average of ten (10) holidays per year, plus one (1) floating holiday for certain bargaining groups.
MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.
DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.
VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.
LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.
LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.
EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.
DEFERRED COMPENSATION PLAN: The City offers one (1) plan administered by Nationwide Retirement Solutions. This is a voluntary benefit with no City contribution.
WORK SCHEDULE: 9/80, 4/10 or 3/12 alternative work schedule depending upon the work location.
OC CREDIT UNION: Available to all City employees and their families.

Pay: $77,563.20 - $99,028.80 per year
