Overview:
The Director – Port Operations will oversee operations at the New Jersey Wind Port (NJWP), including day-to-day oversight of a third-party port operator and facilities manager amongst other service providers, and serving as key point of contact on behalf of the Authority with key stakeholders such as the US Coast Guard, US Customs, state and local police, emergency services including fire department, ambulance and paramedic services and spill mitigation service providers, port tenants, shipping entities and stevedores. The NJWP is the nation’s first greenfield offshore wind port, being designed built and to be operated exclusively for offshore wind. The Port will be 220-acres at full-scale, with the first phase targeted to be operational in Q2 2024. Based at the Port in Lower Alloways creek, Salem County, the Director – Port Operations will serve as the Authority’s on-site lead for all operations (excluding construction).

Essential Duties and Responsibilities
Manage a third-party port operator and facilities manager, including:- serving as key point of contact for the Authority;
- maintaining regular contact with the Facility Security Officer (FSO) and other FSO staff;
- ensuring operator compliance with contract terms;
- monitoring and reporting on operator performance;
- reviewing and approving operator payment requests;
- Ensure that all relevant parties are complying with the Facility Security Plan (FSP), and represent the Authority in the preparation of Facility Security Assessments (FSAs);
- Manage other contractors and suppliers as required;
- Serve as key point of contact for the Authority’s port tenants (wind developers and Tier 1 component manufacturers) on operational matters;
- Develop strong working relationships with and ensure effective communication and coordination between the Authority’s port operator and other parties, including the Authority’s landlord PSEG Nuclear, US Coast Guard, US Customs and Border Patrol (including TSA), state and local police, local fire service, and port tenants, amongst others;
- Serve as the Authority’s key contact point for engagement with local township and Salem County staff on port operational matters;
- Develop strong working relationship with and ensure effective communication and coordination with the Authority’s Construction Manager (CM) and CM’s subcontractors as it relates to impacts of ongoing construction on port operations;
- Act as the Authority’s key point of contact with PSEG Nuclear, the Authority’s port operator, relevant regulatory bodies, emergency services and port tenants, as applicable, during incident response
- Participate in commercial negotiations with prospective port tenants on operational matters;
- Identify new operational support needs and manage procurements end-to-end in collaboration with the Authority’s procurement division;
- Collaborate with related departments within the Authority (e.g. accounting) as well as other State agencies;
- Provide written and verbal reports to the Authority’s leadership and Board, as needed;
- Build a small team of skilled operations staff and manage an operations budget;
- Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied
- Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team
- Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- Must complete annual and semiannual self-assessment as required.
- Performs other duties and special projects, as assigned.
Required Skills and Abilities
- Strong working knowledge of port-related regulations, laws and operating procedures;
- Proven ability to effectively engage with key stakeholders such as the US Coast Guard (USCG) and US Customs and Border Patrol (CBP);
- Experience scoping and effectively project managing third-party contractors and suppliers;
- Experience managing small teams and an operations budget;
- Excellent verbal and written communication, stakeholder management and presentation skills - including an ability to present at a Board level;
- Excellent time management, planning and problem-solving skills;
- Strong attention to detail and ability to prioritize work within tight deadlines;
- Demonstrated professionalism in handling confidential and sensitive information;
- Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
- Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision;

Required Qualifications
