The Department of Health’s mission is to work with others to protect and improve the health of all people in Washington State. The Office of Public Health Outbreak Coordination, Informatics and Surveillance (PHOCIS) sits within the Department of Health’s (DOH) Division of Disease Control and Health Statistics (DCHS). PHOCIS responsibilities align directly to Goal 1 of the Agency Strategic Plan (2017-19 Update) that calls to “Protect everyone in Washington from communicable diseases and other health threats.”

This Health Services Consultant 2 position ( Contracts Specialist) is responsible for assisting contract managers in various contract management duties for the office. Reporting to the PHOCIS Administrative Operations Section Manager, this HSC2 position will provide direct support and assistance to PHOCIS subject matter experts and contract managers.

This non-permanent Health Services Consultant 2 position is anticipated to last seven (7) months from date of hire.

This is a home-based (remote) position, and the incumbent may be located anywhere within the State of Washington.

Duties include
  • Assisting and advising subject matter experts in responding to and completing contract assignments related to all phases of the contract life cycle.
  • Reviewing and checking work for consistency across various contracts statements of work.
  • Scheduling, monitoring, tracking, and reporting out contract assignment and progress information to contracts section.
  • Participating in developing contracts guidelines, processes, and procedures.
  • Providing training, presentations, and summary information to Subject Matter Experts (SME).
  • Collecting and reporting contract information to SMEs, contract managers and leadership.

Required Qualifications
  • Option 1: Three (3) or more years of experience which includes project leadership work, program planning and implementation, project management, or related field.

  • Option 2:
    A bachelor’s degree or higher in public health, health care administration, public administration or business administration or allied field; AND two (2) or more years of professional management or consultative experience in a health services program.

Desired Qualifications
  • Experience working with local health jurisdiction staff.
  • Strong facilitation, coordination, communication, and organizational skills.
  • One (1) or more years of experience working in public health.

Experience for both required and desired qualifications can be gained through live experience, volunteer experience, formal professional employment, or a combination.
