The Workforce Coordinator/Homelessness and Resource Navigator (Program Specialist 3) performs direct student service and specialized tasks for District-wide Homelessness Grant and Workforce Education and Development programs. The Workforce Coordinator assess program participants’ needs and develops specialized services and training, unique to the needs of students and the program. The incumbent will serve as a point of contact for Homelessness Grant in providing required program administrative functions and coordinate with internal and external partners to leverage funding and services for students. The Workforce Coordinator will maintain Pierce Advocacy and Resource Connections (PARC) and recommend solutions and options concerning complex problems and issues related to students, programs, delivery of services, and budget coordination to Workforce Management Team ( Director and Managers). The Workforce Coordinator will also maintain, modify, and reconcile expenditure and revenue spreadsheets, review budgets, prepare monthly worksheets and billing for Workforce District Program budgets. This position will be cross-trained to work with all Workforce Education and Development programs.

Essential Functions
The Workforce Coordinator/Homelessness and Resource Navigator (Program Specialist 3) will be responsible for the following, but not limited to:
Case Management
- Provide intentional and culturally responsive program case management services to advance the success of non-dominant students.
- Utilize expertise with Workforce programs to collaborate with prospective and current students on program eligibility, coordinate services with other agencies (i.e., MDC. DSHS, ESD, WIOA, Nourish, REACH) and leverage resources to best serve students.
- Interview students to explore past educational experiences; identify barriers to success and program completion.
- Provide intentional support to students and appropriate referrals to college or community agencies as needed.
- Work to build sustainable relationships with students to better understand and support educational success in the context of their unique lived experience.
- Develop meaningful relationships and trust with students.
- Communicate with student caseload frequently and intentionally through multiple methods, including but not limited to face-to-face meetings, college-supported technology solutions, e-mail, telephone, text messages, and social media.
- Collaborate with internal and external partners to staff complex student concerns, remove barriers, and anticipate potential conflict to attempt resolution before and as they occur.
- Plan, evaluate, and consult with staff and outside entities to identify problems, explore solutions and alternatives, and recommend resolutions designed to meet the goals and needs of each student.
- Collaborate with Financial Aid and other internal and external funding source teams to assist students through the funding options and process.
- Assist students in completing a Funding Plan and submitting workforce document that may include internal and external funding options: Passport, BFET, WorkFirst, Worker Retraining, Opportunity Grant, WIOA/Trade Act funds, Tuition Assistance, Community Partners, and District Financial Aid.
Assessment
- Assist students in completing an Individualized Employment Plan and identifying a clear career pathway.
- Connect students to a Success Coach, and/or Faculty for a Degree/Pathway Plan.
- Provide resources for students to explore education, career and employment options using materials and software programs in Job & Career Connections.
- Develop career pathway with student that provides clear educational goals, areas of interest, and map a path to a successful completion.
- Examine alternatives based on changing goals, academic progress, personal/systemic situation, and interpret analytics to guide and empower students to establish academic and career goals.
Retention
- Track and report participation to state and federal agency partners.
- Ensure student success tracking data, to include creating and maintaining student e-files, is maintained and reported to Director as needed as required by program guidelines.
- Monitor academic progress of students by analyzing progress reports, determining eligibility and satisfactory progress toward degree.
- Monitor academic progress of caseload by analyzing progress reports, satisfactory progress toward degree, identifying current and potential needs or problem areas, and helping students access college resources (e.g. library, writers’ center, tutoring, etc.), including navigating college systems to attain self-sufficiency in college transactions.
- Systematically communicate with students (Starfish, email, student notifications, etc.) during their entire educational experience to help them access needed academic, financial and social support.
- Provide continuous career exploration and employment readiness resources such as job/internship search, resume review, and interview skills to maintain enrollment.
College Support
- Acknowledge the existence of and seek to correct systemic inequities by recognizing bias held towards students of non-dominant populations.
- Strengthen each individual’s unique skillset as they pursue credentials toward employment by understanding, valuing, and accepting the variety of student and community member identities, abilities, education, and background experiences.
- Proactively collaborate in mitigating barriers and opportunity gaps in education and employment by connecting individuals with staff and resources to support their attainment of best-fit credentials and career roles for employment.
- Review grant guidelines and policy updates.
- Coordinate the development of updated policies/procedures with Manager/Director.
- Maintain Pierce Advocacy and Resource Connection (PARC) website and related resources.
- Develop program marketing materials, and program-wide outreach emails.
- Serve as SSEH project Point of Contact with project stakeholders and students.
- Serve on appropriate college committees, represent the college at community educational, and outreach events.
- Provide outreach as determined by the Workforce Development Manger/Director.
- Participate in assigned Achieving the Dream groups or other campus communities to support retention and recruitment goals set by college leadership.
- Participate in professional development/growth opportunities.
Budget Coordination
- Update and prepare Time and Effort tracking reports and recap sheets for posting to appropriate budgets.
- Each pay period collect-required payroll documents from team, verify documents, to include Time and Effort and prepare tracking reports.
- Prepare matrix with breakdown of hours, type of leave requested, and corresponding budget number.
- Maintain, modify, and reconcile expenditure and revenue spreadsheets related to Homelessness Project.
- Review budget, work with Manager and Finance Office to reconcile issues, prepare monthly worksheets.
- Prepare monthly billing and purchase requisitions and purchase orders.
- Review grant budgets and offer recommendations for fund utilization.
- Prepare submission reports, updates, and assist with budget information that support grant deliverables.
- Provide information to assist with the development of budgets for new grants or programs.
- Prepare expenditure projections.
- Review budgets and notify Director of any expenditures that are not on target.
- Prepare revision matrices that are used by Director to report to SBCTC.
- Perform other duties as assigned by the Workforce Manager/Director.
Qualifications
Required Education
- Bachelor’s degree in counseling, psychology, education, social work or related field (Master’s degree preferred).

- Two (2) years’ experience in collaborative higher education environment with community and college resources, planning, coordination and consultation with a variety of public and private agencies, organizations.
- Experience working with Workforce Programs and external agencies.
- Experience working with community referral agencies.
- Experience with educational and career advising, exploration, and planning practices, tools, and strategies.
- Experience working with a variety of computer software programs and databases such as Microsoft Excel, Microsoft Word, Microsoft Outlook, MS Forms, and Adobe.
- Experience using PeopleSoft and eJas (Desired).
- Experience creating, using and navigating budgets.
- Experience with MS Excel, to create and manipulate large, complex spreadsheets using complex formulas and importing data from other sources.

Terms of Employment
This is a full time (40 hours per week), six (6) month project with a projected beginning date of January 2023 and projected end date of June 30, 2023. The primary work location will be at Pierce College, Fort Steilacoom, but frequent travel to Pierce College campuses or sites will occur. Work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday with occasional evening and weekend work. This position may be subject to reassignment between campuses or sites.
Salary & Benefits
The starting salary range for this position is $4,892.00 - $5,813.00 a month (dependent upon qualifications). This position is anticipated to last six (6) months. Due to the short duration of the appointment, this position will not be eligible for benefits (medical, dental, life, retirement).

This position works indoors in an office environment.
