Basic Function
Under general direction, the Water Treatment Supervisor IV/V-Chief Plant Operator (CPO) is the full supervisory classification in the Water Department Production Division. The incumbent is responsible for planning, directing, and evaluating the 24-hour, seven-day operation of the treatment, and storage facilities operated by the Water Department, which includes the Graham Hill WTP, Beltz WTP, and the Loch Lomond membrane filtration plant. This classification schedules, trains, supervises, and participates in the work of assigned plant personnel in the operation, inspection, and maintenance of the facilities which produce, pump, and store treated water. In addition, the incumbent is responsible for implementing policies and procedures to meet established regulatory standards for water quality and coordinating training for staff in technical and safety topics.
Distinguishing Characteristics
The Water Treatment Supervisor series is alternately staffed with Water Treatment Supervisor IV/V-CPO. Incumbents in the IV position must have a T4 license from the California Department of Public Health (CDPH) and must obtain a T5 license within four test cycles of date of hire.
The Water Treatment Supervisor IV is the advanced journey and entry supervisory level classification in the Water Treatment Operator series. Incumbents are required to obtain T5 certification and will be automatically promoted to the V-CPO once certification is obtained. This classification is distinguished from the next lower classification of Water Treatment Operator IV in that the latter classification is the full journey-level service classification in the Water Treatment Operator series
The Water Treatment Supervisor V-CPO is the full master and supervisory level classification in the Water Treatment Operator series and may independently operate the facilities. This classification is distinguished from the next lower classification of Water Treatment Supervisor IV in that the latter classification is the entry supervisory level and has a T4 license. This classification is distinguished from the next higher classification of Superintendent of Water Treatment and Production in that the latter is a management classification responsible for the long-term planning and maintenance of the Water Treatment and Production division.
Typical Duties
(May include, but are not limited to, those duties listed below.)

Plans, organizes, supervises, and participates in work supporting the operation and maintenance of treatment facilities, water sources, and storage reservoirs. This includes supervision of the activities of the Graham Hill Water Treatment Plant, the Beltz Treatment Plant and the Loch Lomond Water Treatment System and others as assigned.

Monitors computer control systems, including SCADA, for accuracy and functionality and identifies security issues; evaluates work performed at water treatment facilities; takes corrective action when needed.

Organizes, tracks, and manages chemical inventory to guarantee adequate inventory; administers associated contracts, and purchases chemicals.

Provides project management for special water quality and treatment studies.
-
Develops work schedules and shift assignments, administers technical and safety training, assists with employee selection, conducts performance evaluations of employees and resolves employee relations problems.

May perform any of the duties assigned to Plant Operators; generally performs skilled work in participating in these activities and provides technical direction as needed.

Responsible for maintaining all plant operation and maintenance logs, records, inventories of parts, supplies and tools. Prepares periodic reports on plant activities and projects and mandatory regulatory reports for the EPA, CDPH, Regional WQCB, County Environmental Health, etc.

Prepares requisitions for tools, equipment, supplies and services.

Assists Superintendent with the development and control of the division's annual budget.

Assists in the development and implementation of safety training and skills development programs for plant personnel; ensures compliance with safety rules and regulations.

Ensures that treatment processes meet federal and state water quality standards and that plant personnel acquire and maintain required certification and stay current with new developments in methods and technology; recommends improvements to procedures and equipment.

Interprets regulations, policies and procedures for plant personnel.
-
Organizes, tracks, and manages the waste stream from plant processes and ensures that all discharges to the sanitary sewer comply with all applicable permits; may operate solids handling facilities and disposal.

May conduct tours of treatment facilities.

May be called on during off-hours to assist with emergencies related to plant operations.

May function as a stand alone shift operator in absence of the assigned shift operator.

May provide functional leadership by focusing on a specialty area or rotating across specialty areas, such as Training, Chemical Inventory, or Instrument Calibration.

May be required to perform duties related to confined space entry and rescue.

Performs other related duties as assigned.
WORKING CONDITIONS
Position requires climbing, stooping, bending, kneeling, crouching, reaching, working overhead, walking, sitting, pushing, pulling, finger dexterity, grasping, and twisting in the performance of daily duties, with occasionally balancing and standing. The position also requires both near and far vision with the abilities to distinguish basic colors, shades of colors, depth and field of vision. The need to lift, carry, and push tools, equipment and supplies weighing up to 100 lbs. is required. The incumbent in this equally indoor and outdoor position works in all weather conditions. The incumbent will be exposed (airborne or skin) to various chemicals such as bleach, alum, sulfuric acid, orthophosphate corrosion inhibitor, potassium permanganate, grease and oils, dust, silica, and also to electrical energy. The nature of the work will require working on slippery uneven surfaces, subjected to vibration, in an environment with constant noise, around machinery with moving parts or stationery equipment, around moving objects or vehicles, on ladders or scaffolding and with hands in water. Occasionally work will take place below ground or in confined spaces. This position requires driving vehicles including trucks. Repetitive use of both hands and both feet will be required.

Minimum Qualifications
Knowledge:

Public health regulations relating to drinking water, including water works standards for treatment plant operation, monitoring, record keeping, and reporting requirements.

Mechanical, electrical, and hydraulic principles related to treatment plant operation.

The current principles, practices, and regulations related to the treatment process of the assigned plant including standard quality testing procedures.

The operation and maintenance of pumps, motors, valves, metering control systems and chemical feed equipment.

Safety procedures pertaining to plant operations, including the techniques for handling and storing hazardous chemicals and agents. Must also be familiar with employee right to know regulations, materials safety data management and the rules and procedures related to confined space entry.

Environmental regulations from the state agencies such as the CA Dept. of Fish & Game, the Air Quality Control Board, and the State Regional Water Quality Control Board and from federal agencies such as the EPA, National Marine Fisheries Service, and the U.S. Fish and Wildlife Service.

Chemistry and mathematics as used in the operations of the plant.

OTHER REQUIREMENTS

Must be able to operate Graham Hill WTP independently after 6 months from date of hire.

Willingness to work nights, weekends, holidays, and overtime as needed to cover shifts and for emergencies.

Must be clean shaven at all times as required to wear respiratory protection equipment.

Must reside within a 30-minute response time to the plant by end of the probationary period.

Successful completion of training as a forklift operator within one year of appointment.
Water Treatment Supervisor IV

Must obtain Grade V (T5) Water Treatment Operator's Certificate from the CDPH within four test cycles of date of hire.
EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the knowledge, skills, and abilities combined with any required licenses is qualifying. A typical way to obtain the required qualifications is to possess the equivalent of the following:

LICENSES/CERTIFICATES

SALARY
- This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT
- Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment
. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.

Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
