POSITION SUMMARY: The purpose of this job is to provide assistance to the general public by answering telephone calls, performing cashier duties, accounts payable input and clerical duties such as filing. This is accomplished by operating a multi-line telephone system, accepting utility payments and maintaining customer account information. Other duties include filing, accounts payable input, processing work orders, interfacing with other City employees and citizens and performing any other duties as needed. This position does not provide direction to other employees.
ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
· Processes payments from customers in person, mail and by phone. Cash handling daily for payment processing.
· Copies data and compiles records and reports.
· Tabulates and posts data in record books.
· Gives information to and interviews customers, claimants, employees, and sales personnel.
· Prepares, issues, and sends out receipts, bills, policies, invoices, statements, and checks.
· Operates computer terminal to input and retrieve data.
· Operates office machines such as computer, copier, fax, typewriter, adding, calculating, and duplicating machines.
· Opens and routes incoming mail, answers correspondence, and prepares outgoing mail.
· Greets and assists visitors.
· Performs all other related duties as assigned.
Knowledge, Skills and Abilities:
· Knowledge of modern office principles and practices.
· Knowledge of English, spelling and punctuation.
· Basic knowledge of billing and receipting procedures.
· Ability to acquire knowledge of the policies, procedures, and services of the City within a reasonable training period.
· Ability to make arithmetic computations and tabulations with speed and accuracy
· Ability to handle money, make correct change and fill out receipts.
· Ability to learn assigned tasked within a reasonable training period and to adhere to prescribed routines.
· Ability to understand and carry out oral and written instructions.
· Ability to efficiently and accurately operate a 10-key calculator and a reasonable working speed to do basic computer operation including data entry and word processing.
· Knowledge of Microsoft Word and Excel helpful.
· Ability to operate copiers and fax equipment.
· Ability to establish and maintain effective working relationships with other employees, elected officials, and the general public.
· Ability to meet the public and handle complaints courteously, tactfully, and with patience.
· Bilingual a plus.
MINIMUM QUALIFICATIONS:
· Graduation from high school or G.E.D. with course work or experience in office skills.
· Minimum of two (2) years of general office experience involving public relations preferred.
· One (1) year of Billing/Bookkeeping experience preferred.
· Must possess excellent customer relation skills and be able to communicate well with others both verbally and in writing.
· Must demonstrate proficiency in the proper and efficient operation of the various office machines including computers, calculators, copier and fax.
