Job Title – Talent Acquisition Partner
Akima Infrastructure Services, LLC (AIS), is actively seeking individuals who can contribute to national security within the project management and business services fields as part of our staff augmentation team supporting the Department of Energy at Oak Ridge National Laboratory. AIS has an established history of contributing to the success of our customer’s mission.
Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Oak Ridge National Laboratory in Oak Ridge, TN. Though employed by AIS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by AIS.
Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Job Summary:
Primary responsibilities of the Talent Acquisition Partner include sourcing, screening, interviewing, and recommending scientific and technical talent for Oak Ridge National Laboratory. The recruiter role provides a unique opportunity for a highly motivated talent acquisition specialist to shape the future of scientific discovery for years to come by attracting top talent to ORNL. The recruiter’s responsibilities include:
Essential Duties:
Develop and implement new, innovative sourcing and recruiting strategies.
Develop contacts and establish relationships with local, regional, and national educational institutions, with scientific conferences and organizations, and with campus scientific and diversity organizations to support recruitment efforts.
Work with hiring managers to identify current and future staffing vacancies and to assess required talent and skills to meet staffing needs.
Identify and recommend most qualified candidates by applying knowledge of technical roles and market availability.
Personalize the recruitment and selection processes for candidates.
Manage the offer process.
Minimum Qualifications, Skills, Knowledge, and Abilities:
Bachelor’s degree in Business, Management, Human Resources, or other related fields
5 - 7 years of relevant experience in Recruiting
Thorough working knowledge of recruiting policies, practices, and procedures
Ability to understand and to articulate technical position requirements with candidates
Experience in creating and understanding recruiting metrics and in managing and prioritizing multiple searches, projects, and client relationships
Exceptional written and verbal communication skills and the ability to manage and coordinate multiple tasks and effectively interact with all levels of an organization
Excellent PC Skills, proficiency in Windows and Microsoft Office suite (Word, Excel, PowerPoint, Publisher, etc.) with a general understanding of PC operations and applications
Exceptional telephone, interviewing, and relationship building skills and the ability to proactively network and establish effective working relationships
Strong listening, creative thinking and relationship-building skills with a proven customer focus
Experience in current external recruiting policies, practices and trends
Ability to propose and implement ongoing improvements to ORNL’s recruitment efforts
Be positive, courteous, and capable of maintaining a professional attitude under pressure
Possess a proven track record of networking capabilities.
Preferred Qualifications, Skills, Knowledge, and Abilities:
Five or more years of technical recruitment experience in a research or engineering field
Demonstrated experience filling high demand skill sets, e.g., Cyber Security, Nuclear Engineering positions requiring security clearances
Demonstrated tenacity and ability to meet organizational hiring needs in competitive markets
Recruiting knowledge of OFCCP compliance procedures
Experience with ATS and candidate sourcing using LinkedIn/social media and other data sources
AIRS certification or equivalent sourcing skills
A combination of recruiting, direct sales and in-house corporate recruiting experience
Experience successfully recruiting into research and science organizations.
May be required to obtain company travel card for approved career fairs, conferences, and other events
Special Requirements:
Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test.
Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.
This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen
