Mechanical-Supervises the installation, repair, overhaul and maintenance ofHVAC/refrigeration systems, which may include mechanical building systems and supervises the installation repair and maintenance of all systems and assignments common to the trade. Supervises two or more full-time employees, or their equivalent, on a regular basis. Makes decisions regarding hiring, evaluation, promotion and termination of employees, or makes related recommendations that are given particular weight. Makes material and labor estimates. Prepares sketches of proposed work and assists in the design and specifications of planned jobs or contracts. Establishes, assigns and adjusts work methods and procedures to meet schedules using knowledge of capacities and capabilities of personnel and equipment. Initiates measures to improve methods, equipment performance and quality of work. Ensures budgeting guidelines are met; prioritizes expenditures to stay within budget; assists in the preparation of capital and operations budgets. Interprets policies to assigned personnel and enforces safety regulations and adherence to proper codes and standards. Recommends or initiates action involving promotions, transfers, disciplinary action and motivation of employees. Maintains records and files, including the approval of time cards and absences, and submits as required. Trains and instructs employees in new methods or procedures. Maintains responsibility for the correct stock levels of repair or replacement parts. Inspects work in process to insure its completion within allotted time limits and for acceptable quality standards. Coordinates with suppliers, contractors, engineers and others concerning equipment operations or maintenance.

Electric-Supervises the operations maintenance, repair of electrical distributions and building electrical systems.
Utilities-Supervises the operation, installation, repair and maintenance of Domestic Water, Natural Gas and Sewer utility systems.

Skills
- Knowledge of installation techniques, operations maintenance and repair of equipment needed for specific skill listed in the Job Duties & Responsibilities section of the posting.
Knowledge of planning additions or modifications including installation, maintenance & repair. Knowledge of the tools, equipment and materials common to the trade. Knowledge of all applicable codes, standards and regulations for trade.

Abilities
- Skill in operation, installation, maintenance and repair of equipment. Skill in estimating time and materials for work projects. Skill in applying supervisory techniques, short-and long-term planning; problem analysis and resolution; report preparation and presentation; interpersonal and organization communication, both oral and written.
Ability to use Microsoft office and electronic work order systems. Ability to read commercial blueprints, and apply the trade specific codes through the full range of commercial/industrial maintenance and construction work. Ability to create, follow, and enforce safety procedures.
Required Education
GED or HS diploma
Required Experience
Eight (8) years of experience directly related to the standard duties as outlined.
Equivalency Completion of a post-secondary degree or certificate may substitute for years of experience. Any equivalent combination of education, training and/or experience as approved by Human Resource Services. Preferred Qualifications Required Certification/License
Valid unrestricted driver’s license.
Certification/Licenses required includes one of the following trades:
Mechanical-MM-98 Contractor License Required (Must submit the affidavit from New Mexico Regulation & Licensing Department certifying work experience for the MM-98 licensure and be able to obtain within 12 months from date of hire) NM JR, NM JP, NM JPG or NM JG, Required Universal Refrigerant Handling Certification Required if the candidate has the NM JR license.
Electric-EE98 Contractor License required (Must be able to obtain within 12 month from date of hire). EE98J Journeyman Electrician.
Utilities – WS3 Water System Operator License and must be able to obtain WS4 Water System Operator License within 12 months of hire.

This position has been established as a primary key position under the “All Hazard Continuity of Operations Plan (COOP)” and is essential to operational continuity and/or recovery. In an emergency situation, primary key positions are required to report to work unless directed by supervisor or public safety authorities not to report for health and safety reasons.
