Position Information
DEFINITION
- Under supervision, performs a variety of administrative support and community contact duties in various program areas.
- The job of Staff Assistant was established for the purpose of providing secretarial support to a variety of administrative support and community contact duties in various program areas; establishing and maintaining department records; compiling reports; ensuring compliance of department records with mandated requirements; and monitoring assigned projects and/or program components.
SUPERVISION
- This classification receives supervision from a Department Head/Divisional Supervisor, or designee.
- Exercises no supervision.
DISTINGUISHING CHARACTERISTICS
- Depending upon assignment, responsibilities may include: assisting and supporting in program development and operation: budgeting, finance, processing statistical information and operational data, and/or public and media relations.
- Under general supervision, independently performs a full range secretarial, advanced clerical, and routine administrative and programmatic work of a general or specialized nature in support of assigned programs, division, or department with only occasional instruction or assistance; and may act as office receptionist.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

- Performs a wide variety of complex and responsible duties for assigned staff including investigating and answering complaints and providing assistance in resolving operational and administrative problems.
- Participates in the collection, compilation, and analysis of information from various sources on a variety of specialized topics related to assigned programs; participates in the preparation of reports that present and interpret data & identify alternatives.
- Verifies and reviews materials, applications, records, and reports for completeness and conformance with established regulations and procedures; applies applicable policies and procedures in determining completeness of applications, records, and report; provides information and forms to the public; collects and processes appropriate information.
- Screens office calls, visitors, and mail; provides information and assistance including responding to sensitive requests for information and assistance; researches information related to City regulations and office policies; assists the public and other City staff in interpreting and applying City policies, procedures, codes and ordinances; may sort and distribute mail.
- Utilizes various computer applications and software packages; develops; generates, maintains, and enters data for reports from a database or network system; creates and administers mailing lists; designs, maintains, and utilizes data to develop reports using spreadsheet software; creates, formats, and revises charts, graphs, worksheets, booklets, brochures, and form using word processing software.
- Collects information for, designs, and produces newsletters, brochures, and other specialized documents using desktop publishing software and other computer applications.
- Ensures that all required supplies are available as needed and that the facility and equipment are in proper working order.
- Performs related duties as required.

MINIMUM QUALIFICATIONS
Experience:
- One year of administrative support experience which emphasized office management, or public and community relations.
Education:
- High school diploma or GED. Completion of at least thirty semester units of accredited college or university course work in public administration, political science, business administration, mass communications, accounting or a closely related field is desired.
Substitution:
- Two additional years of qualifying experience may be substituted for the required college education.

- Possession of a valid California Driver's License is required at time of appointment.

- Social Security: The City participates in Social Security and pays 100% of the employer's required contribution only.
- Deferred Comp Matching: The City will match elective deferrals to the ICMA 457 plan up to 2% of the employee's base pay. This plan has a 5-year vesting period.

- Sick Leave: Twelve days per year with unlimited accumulation. If employee retires within 120 days of separating from City of Reedley service, sick leave balance may be converted to retirement service credit.
- Vacation: Maximum accrual is capped at 320 hours effective July 1, 2021.
- 12 days/year for the first 2 years
- 13 days/year beginning with the 3rd year
- 14 days/year beginning with the 4th year
- 15 days/year beginning with the 5th year
- 16 days/year beginning with the 6th year
- 17 days/year beginning with the 7th year
- 18 days/year beginning with the 8th year
- 19 days/year beginning with the 9th year
- 20 days/year beginning with the 10th year
- Vacation Buy-Back: Employees who have sufficient accrued vacation, may have up to 80 hours in a fiscal year bought back by the City. Employees may submit requests up to two (2) times in a fiscal year but may not exceed a total of 80 hours for both requests combined. Employees must have 120 hours of accrued vacations after the buy-back.
- Administrative Leave: Unless a position is designated as FLSA Exempt, no Administrative Leave, except that upon receiving a positive annual performance evaluation, All Other Unrepresented staff may receive up to 1 day at the supervisor's recommendation to the City Manager, who shall have final approval authority. FLSA Exempt designated positions will receive 5 days (40 hours) of Administrative Leave.
- Compensatory Time: All Other Unrepresented Non-Exempt employees may accrue up to 80 hours of compensatory time off (accrued at time and one half) in lieu of being paid overtime. FLSA Exempt designated positions are not eligible to earn compensatory time off.
- Medical Benefit: Full coverage available for employees and eligible dependents. For the 2022 plan year, Anthem Blue Cross HMO and PPO plans are available, as well as a plan through Kaiser. The employee pre-tax premium contributions range from $0.00/month to $99.37/month, depending on the plan chosen and family status.
- Dental Benefit: The City provides dental benefits through Ameritas and pays 100% of the premium for the plan.
- Vision Benefit: The City provides vision benefits through Anthem Blue View Vision and pays 100% of the premium.
- Cash-In-Lieu: A Cash-In-Lieu program is available to employees only with proof of other coverage.
- Life Insurance: A Group Term Life Basic Life Policy of $50,000 is provided for All Other Unrepresented Non-Exempt employees of the City of Reedley.
- Long-Term Disability: The City pays 100% of the long-term disability premium.
- Bilingual Pay: Available upon approval of the City Manager.
- $80.00/month for employees who demonstrate their ability to speak a language beneficial to the City business.
- $100.00/month for employees who demonstrate their ability to speak, read, and write in a language beneficial to the City business.
- Longevity Pay:
- 5.00% Longevity Pay upon completion of 10 years, of cumulative full-time service.
- 7.50% Longevity Pay upon completion of 15 years of cumulative full-time service.
- 10.00% Longevity Pay upon completion of 20 years of cumulative full-time service.
- Notary Pay: Employees who are commissioned by the State of California as a Notary Public may receive a 1.0% of base pay incentive if need of their commission is beneficial to City business as approved by the City Manager.
- Uniform Allowance: Life Safety/Code Officer position receives $1,000 per year, payable in one installment.
- ALL EMPLOYEES ARE REQUIRED TO ENROLL IN DIRECT DEPOSIT. ENROLLMENT IS REQUIRED UPON HIRE. Documentation to substantiate bank account information is required to be submitted with the direct deposit enrollment form.
