The current vacancy is one of three County Senior HR Generalists and is responsible for supporting our Health Services departments in recruitment, employee and labor relations, performance management, legal compliance, and policy/contract administration. This position will also serve as the County's benefits and wellness program administrator providing leadership to the County-wide Benefits and Wellness Committee.

UNDERFILL and LOWER LEVEL OPTION:
The goal is to fill this position as a Human Resources Analyst 3. However, applicants who can meet the minimum qualifications for the Human Resources Analyst 3 within one year of on-the-job training are encouraged to apply as "underfill" candidates. Employees hired into the Human Resources Analyst 3 level position as an underfill will be hired as a Human Resources Analyst 2 and then re-classified to the Human Resources Analyst 3 upon passing trial service and meeting the minimum qualifications for that classification.
Applicants who do not meet the requirements for the underfill option may be considered for the lower level option of Human Resources Analyst 2.
- Hybrid work option available: This position provides flexibility to work a combination of remote and on-site as long as it does not interfere with the ability to build strong working relationships and attend required on-site meetings. The initial training period may require a period of on-site presence to gain understanding of job expectation and responsibilities.
HR Consultant to County Managers/Employees
Provide interpretation and advice to managers and employees on disciplinary procedures, employment law issues, employee benefits, recruitment and selection, and matters relating to policy and collective bargaining agreements.- Serve as County/HR Department representative for responding to requests for information, grievances, BOLI complaints, etc.
- Advise and coach managers and employees on performance management/improvement and employee engagement.
- Investigate and address employee relations issues, such as harassment allegations, work complaints, misconduct, or other employee concerns.
- Advises management and employees on compliance and processes related to ADA, FMLA and OFLA, and other regulations.
- Facilitates problem-solving and/or conflict resolution activities.
- Oversees, plans, and coordinates County benefit programs, including program improvement and budget. Answer questions and solve problems relating to claims, quality of care and coverage issues. Provides technical guidance to Leaves & Benefits Analyst.
- Leads the Benefits and Wellness Committee; provides expert consultation in identification of and solutions for benefits-related problems and identification of employee benefits packages, including development of wellness programs.
- Provides oversight of County Open Enrollment processes to meet payroll and insurance contract deadlines. Develops communication plans for health and wellness programs.
- Develops and delivers training on various employment laws and personnel policies, recruitment/interview process, and associated procedures and processes.
- Identify need for, and manage human resource studies and projects. Collect data, analyze, and report on performance measures.
- Serve as back-up to the other senior analysts in the areas of employee/labor relations, HRIS, etc.
- Assists with recruitment, performance management, HRIS, policy development and implementation.
- Serves as project manager for other special projects as assigned.
- Provide support and advice to managers throughout the grievance process.
- Compose, review and recommend revisions to reports, manuals, policies and collective bargaining agreements, as needed.
- Assist in developing bargaining concepts.
- Provide support to the collective bargaining team through professional and legal research.
Human Resources Analyst 3 ($5,820 - $8,730)
Bachelor’s degree in Human Resources, Organizational Development, Business, or related field of study; AND- Three (3) years of exempt-level human resources experience that includes employee relations.
- Bachelor’s degree in Human Resources, Organizational Development, Business, or related field of study; AND
- Two (2) years of exempt-level human resources experience that includes employee relations.

Our next Senior Analyst will demonstrate a thorough understanding of state and federal employment laws and have experience working in a union environment. - Human Resources Analyst 2 $66,104 - $99,171; Depending on qualifications and experience.
