Job description
Responsible for overseeing the activities of division staff, ensuring professionalism, quality, productivity, regulatory compliance, functional excellence to accomplish strategic and operational objectives. Assessing, planning, organizing, developing, directing and tracking the overall objectives of the Social Services Division to ensure that all eligible residents of Fort Bend County receive the financial assistance and support services needed. Participates in planning of population focused programs and services, developing policies or objectives and generating revenue via exploring new grant opportunities or direct service provision for the Social Services Division.
- Responsible for providing exemplary leadership and direction by maintaining an environment that supports the culture of the Fort Bend County Health and Human Services (HHS) Department by exemplifying the values of HHS.
- Implements, oversees, coordinates, and tracks the success of programs and services administered through the Social Services Division.
- Develops Policies and Procedures consistent with and in compliance with County and grant funding agencies regulations for the Social Services Division.
- Prepares, presents and implements the annual budget. Sets goals and objectives for the division.
- Determines staffing ratios for the division including hiring, onboarding, training, counseling/coaching, developing and evaluating staff.
- Maintains current and thorough knowledge of federal, state and local laws, rules, policies and procedures pertaining to the administration of social service and/or community development programs.
- Performs community relations work (external and internal) including coordinating community-based events that support the basic human needs of Fort Bend County residents
- Oversees accounting procedures for all funding sources to include registering and reconciling all bills for payment, monitoring checks and balances concerning budgeted expenses.
- Responsible for maintaining a proactive approach in the optimization of safe outcomes and information systems by monitoring department workflow and enhancing operations.
- Prepares required reports for Health & Human Services Executive Leadership, the Commissioner’s Court and the various granting agencies.
- Participates in activities and duties related to emergency management during a local or state of disaster as directed by appropriate county managers.
Qualifications:
- Master’s Degree in Psychology, Sociology, Social Work, Professional Counseling, or related field. Must have knowledge of modern concepts, principles, practices and techniques of service delivery in the social services arena.
- 5 years of recent job-related experience with documented supervisory/ leadership experience
- License in Social Worker, Professional Counselor, Mental Health Counselor or related field is desired. Eligible for License in the State of Texas preferred but not required
