Acceptable Experience and Education
Bachelor Degree in Computer Science from an accredited university or college, or proven work experience with related systems; and three (3) years experience in Data Processing field supplemented by special training in programming; with a minimum of one (1) year of experience working with video; to include two (2) years' experience in business analysis or office support; with one (1) years of systems administration experience;
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Essential Duties
Plans, coordinates, troubleshoots, and implements information management software systems which might be required to carry out the functions of the Sheriff's Office; includes issues regarding video and, phone recordings, website, server, network connectivity, computer terminals, and other types of hardware with contractors, IT Department, or outside agencies;
Provides recommendations on updating and purchasing computer equipment for the Sheriff's Office;
Conducts periodic preventive maintenance and maintenance on computers and peripherals to ensure efficiency and effectiveness; performs preventative maintenance, including checking and cleaning of workstations via remote control, calling in printers for vendor maintenance, and checking peripherals via helpdesk tools;
Designs, develops, documents, analyzes, creates, tests or makes modifications of computer systems, databases, or programs, including prototypes, based on and related to user or system design specifications;
Designs, documents, tests, creates, or makes modifications of computer technologies related or interconnected to operating systems;
Manages user accounts; sets up user accounts and shared resource accounts in accordance with established guidelines;
Conducts oral and written training on Information Technology Department equipment and programs;
Maintains detailed inventory of all computers and peripheral hardware assigned to department; identifies and learns appropriate software and hardware used and supported by the organization;
Manages under the direction of the Senior Network Administrator and the Jail Operations Lieutenant, all
network related problems;
Participates in projects with contractors, vendors, and other County departments; prepares and evaluates Requests for Proposals and other purchasing tools for selection of vendors;
Examines cost estimates and compares to original budget;
Assists in the evaluation and procurement of new software packages that address specific and/or special
needs within the department;
Designs simple to moderately complex programs for solutions of problems using structured programming
techniques;
Designs and runs reports;
Coordinates with Information Technology Department to maintain accurate record keeping;
Coordinates and collaborates with ITD, to ensure availability, reliability, and scalability of corporate servers to meet business demands;
Gauges the effectiveness and efficiency of existing systems; develops and implements strategies for improving or further leveraging these systems;
Assists with directing, planning, administering, and evaluating project planning, coordination, communication, and execution;
Designs and performs server and security audits, system backup procedures, and other recovery processes in accordance with the company's disaster recovery and business continuity strategies;
Prioritizes, executes, closes, and evaluates projects under their direction;
Consults with mangers or other technical experts in specific areas to obtain clarification or expected results;
Reviews projects to ensure the required training and resources are available;
Identifies project objectives and deliverables;
Develops and implements new procedures;
Identifies, analyzes, troubleshoots, and repairs various mainframe computer, networks, stand-alone PCs; applies diagnostic utilities to aid in troubleshooting;
Provides computer hardware and software expertise to County users to resolve problems and/or maximize efficiency;
Supports and provides subject matter expertise for the video security surveillance systems needs of the Sheriff's Office;
Operates, maintains, and troubleshoots video security surveillance systems related equipment and peripheral devices;
Supports and provides System administration for the inmate phone recording systems;Prepares respective subpoenas and affidavits for court testimony;
Assists in resolving financial issues between inmates and vendors regarding the inmate phone system;
Processes data backups on all systems as scheduled;
Assist with web design & document conversion;
Maintains and downloads jail video recording;
Administers general inmate phone systems, printers, electronic fingerprint capturing system,
Maintains installation and configuration procedures and performs daily system monitoring; verifies the integrity and availability of all hardware, server resources, systems and key processes;
Prepares statistical reports needed by the Sheriff's office and other Local, State and Federal Law Enforcement agencies;
Analyzes reports and other output required to perform the duties for the department;
Responsible for implementing requirements for daily update submission to master files;
Testifies in court;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Summary of Position
The Project Coordinator assists personnel in the Sheriff's Office El Paso County Detention Facility to determine the information management software systems of the agency and works with computer support personnel outside of the Sheriff's Office to provide required systems and information.

Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays;
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Other: Has frequent contact with other county employees, federal, state, and city agencies, law enforcement, vendors, and the general public
16 holidays per year as recognized.
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

Reimbursement of $15 per month for 6 months of continuous gym usage.
EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.
