Reporting to the Associate Vice President for Administrative Services, the Senior Director’s responsibilities are to:
- Oversee and manage the daily operations of the College’s Procurement Services Office, providing procurement and contract services for Buffalo State College and affiliated entities in accordance with applicable policies, regulations, and guidelines.
- Supervise staff and direct the efficient maintenance of electronic procurement records, vendor catalogs, contracts, requests for proposals and quotes, and required regulatory documents.
- Maintain authoritative knowledge of policies and regulations.
- Bring and maintain a robust campus procurement program with Minority and Women-owned Business Enterprises, as well as with local businesses owned by people of color.
- Inform the campus of these programs and their relevance to campus mission; help establish and strive to meet or exceed goals in these areas.
- Supervise the preparation and coordination of bidding and contractual documents and negotiation of procurement for College and capital construction projects.
- Oversee the preparation of such documents in accordance with New York State, SUNY, State University Construction Fund, Research Foundation of SUNY, DASNY and other applicable guidelines.
- Oversee administration of the New York State Procurement Card (P-Card) Program and related card programs e.g. Travel, Non-Employee Travel.
- Oversee personnel training on purchasing policies and procedures and use of regulatory electronic requisition system.
- Participate in various committees throughout the campus.
- Direct and participate in the implementation of an e-procurement solution, in coordination with SUNY System Administration and campus constituents.
- Maintain positive and productive interaction and relationships with College departments, all levels of administration and leadership, faculty and staff, as well as vendors, SUNY System Administration and legal counsel, fellow SUNY campuses, and Offices of the NYS Attorney General, General Services, and NYS Comptroller.
- Develops a purchasing strategy for short-term and long-term results, including an assessment of the college’s current state, three-year future vision, and a phased transition plan for procurement.
- Drives supplier cost and performance through rigorous key performance indicators (KPI’s) though data driven scorecards.
- Effectively managing supplier relationships to optimize service, quality, and cost. Ensuring savings initiatives spanning cost reduction, cost avoidance, revenue enhancement, rebates, etc. are accurately documented, reviewed, reported, and transferred to the annual operating budgets and long-term strategic plans.
- Bachelor’s Degree
- Progressive experience with increasing responsibility in procurement, sourcing, and vendor relationship.
- Experience with competitive bidding (RFI, RFP, RFQ), vendor selection, and vendor risk assessment.
- Proficiency in MS Excel, Word, and MS PowerPoint.
- Contract management experience. Experience drafting, reviewing, negotiating, and renewing contracts.
- Able to design, compile, analyze and present contract/vendor scorecards and trackers to management.
- Able to communicate effectively both verbally and in writing.
- Highly accomplished in developing and reporting key performance indicators (KPIs).
- Ability to manage multiple projects, concurrently, and manage priorities.
- Have significant experience with complex negotiations.
- Advanced problem-solving and interpersonal skills.
- Bachelor’s or advanced Degree in Procurement, Purchasing, Supply Chain Management or related field.
- Experience in governmental procurement office, preferably in the State University of New York (SUNY) or City University of New York (CUNY) or another NY State Agency.
- Progressive experience with increasing responsibility in procurement, sourcing, and vendor relationship, preferably in higher education or not-for- profit field.
- Lean Six Sigma Certification
- Certified Public Purchasing Officer (CPPO)
- Experience with e-Sourcing techniques.
- Member of New York State Association of Municipal Purchasing Officials
- Supervisory or managerial experience
