Duties:
- Manage the work control process, including Work Packages, Procedures, and JHAs.
- Under general supervision, the Work Control Planner plans and conducts work requiring judgment in the independent evaluation, selection and adaptation or modification of standard techniques, procedures and criteria.
- Provide day-to-day support to projects to ensure compliance and stewardship with policies, requirements, and procedures.
- Participate in effective - results driven planning meetings.
- Assist with preparation and tracking of work order development in support of assigned field activities.
- Prepare work control documents authorizing maintenance and calibration.
- Assist in prioritizing estimates and establishing man hours needed for work package development.
- Support miscellaneous and work control planning activities as required by manager.
- Complete work assignments with a high level of quality and personal accountability, displaying strong skills in communication and building relationships.
- Manage and coordinate technical and administrative procedure modifications, updates, associated JHA development, editing, walk downs, table-top reviews, validations, and obtain approvals for EMWMF procedures in accordance with PROC-OS-1107, Performance Document Process, and PROC-FS-1001, Work Control Process.
- Perform duties of Performance Document Preparer in the Work Control Process.
- Work with other team members to identify work planning requirements, develop schedules for work package completion, and coordinate resources.
- Maintain logs and lists of current procedures, work packages, and exempt work activities in support of the Plan-of-the-Day (POD) meeting.
- Utilize the Integrated Safety Management System to ensure that necessary entities (e.g., project management, safety, industrial hygiene, radiological protection, engineering, craft, etc.) are involved with the development of work control documents for each task.
- Assist the work supervisor in defining the work scope and requirements for work planning packages.
- Assist the facility manager in evaluating if a work scope requires a work planning package.
- Coordinate the work planning process with the work supervisor, the facility manager, and the work planning team.
- Interface with various subject matter experts to ensure safety, quality and technical requirements are evaluated in the work planning process and incorporated into the work package.
- Review lessons learned and incorporate relevant information into the work package.
- Develop draft work documents and job-specific hazard analyses.
- Coordinate and facilitate work planning team walkdown and tabletop reviews of the work package and job-specific hazard analysis
- Revise work packages and job-specific hazard analysis as required.
- Review work planning feedback from post-job reviews and other sources.
- Participate in conducting assessments, as requested.
- Ensure accurate recordkeeping-maintain records in accordance with applicable Records Inventory and Disposition Schedules
(RIDS).
- Assist in requested design reviews, procedure reviews, proposal reviews, and cosUbenefit analysis.
- Be familiar with established policies, methods, and practices of the Company.
- Maintain knowledge of safety policies and procedures and performs assigned duties in a safe manner, and, if supervising others, assume responsibility for the safety of those being supervised; and ensures they comply with established safety policies and procedures and practice safe work habits.
- Complete work assignments with a high level of personal accountability, teamwork, initiative, and quality.
- Be familiar with established policies, methods, and practices of the Company.
Job Related Qualifications:
JOB KNOWLEDGE:
- Skill in oral and written communications
- Experience with preparing the following work control documents/ types of work: Type 1 Work Package, Type 2 Work Package, Type 2 Multi Use Work Package, Type 3 Work, Exempt or IWCP Exempt work, Job Hazard Analysis, Standard Practice Procedure, and Technical Procedure,
- Familiarity with established policies, methods, and practices of the Company strongly desired.
- Familiarity with procedure writing desired.
EDUCATION: Bachelor's degree in engineering, construction management, project management, facility management or other relevant discipline or demonstrated equivalent combination of education, training, and experience.
Level 22: Plus 2 years of directly related experience or demonstrated equivalent combination of education and experience. Under limited supervision, is responsible for providing senior-level support on more complex work planning for projects.
Level 23: Plus 5 years of directly relevant experience or demonstrated equivalent combination of education and experience. Under general management direction, is responsible for providing complex work planning support to projects. May manage a major phase or component of program or project. Act as Subject Matter Expert as needed and appropriate.
Physical Demands: While performing the duties of this job, the employee is frequently required to stand, walk, sit, and talk or hear. Must be able to obtain a Department of Energy (DOE) security clearance credentials.
