Job Description

HII is looking for an Senior Acquisition Program Manager to provide Modernization Management Support to the F-22 Program Office, located at Wright-Patterson, AFB, Ohio. Top Top Secret/SCI clearance is required.


  • Knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF, and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and support equipment, post-award project/program management tasks, and planning for the accomplishment of various program milestones and acquisition programs throughout their life cycles.

Essential Job Responsibilities

  • Assist with the development of documents; Coordination of documentation between departments; consolidation of functional inputs into common documents for the following:
  • Memoranda of agreement
  • Memoranda of understanding
  • Statements of Objectives (SOOs)
  • Performance Work Statements (PWSs)
  • Statements of Work (SOWs)
  • Weapon system/subsystem Requests for Proposal (RFPs)
  • Work Breakdown Structures (WBSs)
  • Mission need statements
  • Operational Requirement Documents (ORDs)
  • Initial Capability Documents (ICDs)
  • Capability Development Documents (CDDs)
  • Capability Production Documents (CPDs)
  • Market survey requirements
  • Life cycle support plans
  • Life cycle cost estimates
  • Milestone documentation
  • Analyses of Alternatives (AoAs)
  • Support development of reporting material and Commander’s/Director’s Action Group processes including:
  • Monthly Acquisition Reports (MARs)
  • Defense Acquisition Executive Summaries (DAES)
  • Selected Acquisition Reports
  • Section 804 Reports
  • Senior Officer Communication and Coordination Electronic Resource activities

Minimum Qualifications

  • Advanced Degree (Master of Arts (MA)/Master of Science (MS)) with twelve years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD, OR
  • BA/BS degree with 15 (fifteen) years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD, OR
  • 20 (twenty) years of directly related experience with proper certifications as described in the functionally aligned job descriptions, eight of which must be in the DoD

Preferred Requirements

  • Assist the customer in transforming culture, processes, methods, and tools to more effectively manage acquisitions and rapidly respond to warfighter needs and deliver acquisition products.
  • Provide assistance in program planning, development of acquisition strategies, and implementation across all aspects of Acquisition Category (ACAT) I, II, III and Section 804 F-22 modernization programs.
  • Support the F-22 enterprise and consider both classified and unclassified aspects of the program. The effort shall include overall strategies, documentation, and specific actions related to AoAs, beginning of functional capability analyses, and other requirements generation methods used by the customer and the DoD.
  • Provide assistance for the development of acquisition strategies that support all aspects of Modernization programs, across all phases of program execution. These efforts shall include:
  • Identification and integration of cost
  • Schedule
  • Performance risk/issues of technologies needed to field modernization combat capabilities
  • Support, facilitate, and identify potential opportunities and areas of concern for Government consideration for the following:
    • Modernization updates to F-22 program documentation at all levels
    • Program Management Review (PMR) briefings, Program Working Groups, and similar forums and discussions
    • Higher headquarters reviews of F-22 Modernization efforts, including, but not limited to, PEO, Center, Command, USAF, and OSD reviews
    • Update of modernization capability roadmaps and acquisition strategies; and For Official Use Only (FOUO) 24
  • Leveraging existing and advanced technologies for integration onto the F-22 for enhanced combat capability
