GENERAL STATEMENT OF DUTIES:**
Under the general supervision of the Director of Asset Management, the Security Programs and Risk Management Officer formulates comprehensive Security and Safety programs for all Authority operations, including but not limited to, providing technical authority on all security and law enforcement matters and developing security programs for all Authority owned and/or managed properties. Assists residents to organize and coordinate Crime Watch/Prevention groups. Creates a comprehensive Safety and Risk Management program to include employee safety and
emergency action plans for life safety, property conservation and liability exposure identification and prevention. Program must meet the risk management requirements of any and/or all of the Authority’s insurance companies.
EXAMPLES OF WORK: (Illustrative Only)

  • Organizes Crime Watch and Neighborhood Watch groups and resident patrols.
  • Makes oral presentations to resident councils, staff, civic leagues and community organizations on a variety of crime prevention topics.
  • Investigates and responds to incidents of crime and vandalism within Authority owned and/or managed properties; coordinates and facilitates staff responses and submits required reports including processing of warrants for trespassing, theft, etc.
  • Performs necessary follow-up with court cases and represents the Authority on security and law enforcement matters and assists the attorneys with cases for prosecution and court appearances.
  • Supervises, schedules and monitors all private security agencies in which the Authority has contracted with.
  • Conducts routine office and site safety checks.
  • Conducts management and procedural studies to assess department operations.
  • Coordinates housing eviction process with the Portsmouth Sheriff’s Office and the Authority's attorney.
  • Gathers information for property managers regarding illegally maintained or parked vehicles.
  • Coordinates purchasing, installation and monitoring of all alarm systems.
  • Provides technical assistance with developing grant proposals.
  • Establishes systems for obtaining, compiling and evaluating statistical data.
  • Assists all departments in addressing employee safety and reducing potential losses. In this regard, immediately halts jobs or operations which are being performed in an unsafe manner.
  • May produce training programs, handbooks, procedures and other written, photographic or video material related to communicating the Safety and Risk Management Program.
  • Conducts and/or coordinates regular safety and/or risk management training in proper safety techniques including investigation of on-the-job

injuries, “near misses”, and property and liability claims avoidance.

  • Maintains and prepares records required by the Occupational Safety and Health

Administration (OSHA).

  • Administers claims including but not limited to processing of Worker’s Compensation claims in accordance with the Worker’s Compensation Act and property, liability, automobile, and any other claims made against the Authority.
  • Works closely with the Authority’s third party and insurance company claims adjusters in their handling of claims for damages against the Authority.
  • Maintains current and accurate claims and related safety/risk management records and files.
  • Observes all safety rules and regulations, and assures that the Authority’s Safety Program is implemented and/or adhered to and serves as consultant to the Authority’s Safety and Health Committee and Executive Officers. Participates as a voting member of the Safety and Health Committee at which attendance is required (unless excused for emergency).
  • Job duties, responsibilities, specifications, and other job aspects may be changed as needed; performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of crime prevention programs and familiarity with principles of psychology and human behavior.
  • Thorough knowledge of methods and techniques used in conducting effective security programs.
  • Ability to communicate effectively both orally and in writing.
  • Ability to research, evaluate and analyze situations, general statistical data, crime prevention data and a variety of technical material related to crime prevention.
  • Ability to deal effectively with different age and socio-economic groups.
  • Ability to develop and maintain effective working relationships with the City Police/Sheriff Departments, local officials, employees, residents, subordinates and the general community.
  • Ability to work independently, exercise good judgment and make sound decisions in the development and implementation of complex operational activities and the formulation of programs and procedures. .
  • Performs difficult protective service work; work requires application of considerable independent judgment and initiative; work requires contact with external agencies, residents, employees and others.
  • Working knowledge of OSHA as well as the Virginia Occupational Safety and Health Act, the Virginia Workers’ Compensation Act, the

Industrial Commission of Virginia’s Policy and Procedures, the Authority’s operating procedures and policies.

  • Ability to gather appropriate statistics to enable analysis of loss trends.
  • Ability to recognize safety hazards on physical, mechanical, and electrical installations.
  • Computer literacy required.

SPECIAL REQUIREMENTS:**

  • Ability to multi-tasks; must be detailed oriented in performing and coordinating work activities.
  • Ability to operate standard photographic equipment as well as a variety of audio-visual equipment.
  • Ability to work flexible hours during seasonal changes; ability to perform duties in inclement weather.
  • Must be generally available for occasional after-hours and weekend activities.
  • In the event of emergencies, must be accessible, preferably by telephone or other effective means.
  • Promotes a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable and positive working relationship with residents, co-workers, local agencies and all appropriate agencies of the City with which the Authority may come into contact.

PHYSICAL REQUIREMENTS:**

  • Ability to physically access apartments; ability to stoop, kneel, bend and patrol the grounds of the assigned development(s).
  • Sufficient manual dexterity to allow operation of a variety of automated office machines, i.e. computer keyboard, copy machine, printer, fax machine, telephone, calculator, etc.
  • Ability to move, carry and/or operate objects and materials such as office supplies, files, computer printouts, reports, etc.
  • Must be insurable by the Authority’s automobile insurance carrier and possess and maintain a valid driver's license issued by the Commonwealth of Virginia throughout duration of employment.

ACCEPTABLE EXPERIENCE AND TRAINING:**
Graduation from a college or university of recognized standing with major course work in public safety, law enforcement or related field. 6 – 10 years experience in security administration, law enforcement administration, crime prevention or other related experience required and a minimum of 5 years progressively responsible and successful experience in Risk Management and/or Safety/Loss Control Programs/Administration, which was preferably obtained in a housing and redevelopment authority or governmental municipality, is required. Considerable experience in security and safety administration may be substituted in lieu of college degree. Excellent verbal and written communication skills and computer literacy are essential.
