The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 to serve as the Requests for Proposal (RFP) Development Specialist in Shoreline, WA. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion. This position supports that mission by developing procurement schedules for design-build projects, collaborating with Project Development teams to set projects goals evaluation criteria, reviewing Requests for Proposals (RFP) documents, and facilitating the review and evaluation of Statement of Qualifications (SOQ) and Proposals.
What to Expect
Among the varied range of responsibilities held within this role, the RFP Development Specialist will:
Coordinate and collaborate with the Project Development Project Engineer (PE), and Construction PE offices through the development of RFP documents.- Collaborate with the team to define project scope, and goals.
- Collaborate with the project development teams in the development of the Request for Qualifications (RFQ), Instruction to Proposers (ITP), and General Provisions (GP) documents.
- Draft and review the RFQ & the RFQ addenda.
- Draft and review the ITP and the GP documents.
- Review technical requirements, conceptual design, and appendices, for compliance with the engineering principles and standards.
- Draft and review RFP addenda
- Draft answers to Proposers’ questions
- Coordinate with the Contract and Award office to distribute RFP-Q/A, and addenda.
- Attend and participate in one-on-one meetings with Proposers’ teams.
- Supervise direct reports and mentor development of staff within the Design-Build Procurement Team
Qualifications
To be considered for this opportunity, the following are required:
- One (1) years of professional experience working with design-build contracts and projects proposals.
- One (1) year as a Transportation Engineer 2 or equivalent.
- Valid Washington State Driver’s License
- Knowledge of civil engineering principles, practice, and methods relative to the documentation and construction of transportation projects.
- Experience with proposing alternate solutions to complex elements of a project, coordinating with various departments in WSDOT, Contractors, Consultants, or within other agencies.
- Proven ability to review engineering plans and specifications for compliance with established standards.
- Fluency in the use of computer applications including ProjectWise, SharePoint, MS Office (Word, Excel, Outlook, and Teams).
- Quickly and proficiently understand and absorb new information.
- Ability to interpret technical requirements, reports, studies, plans, and drawings.
- Ability to research through manuals, reference documents, archived projects, and other sources as needed.
- Ability to write tactful, factual, concise technical requirements, and administrative documents using correct grammar, sentence, and paragraph structures following the Design-Build Style Guide
It is preferred that qualified candidates also have:
- Bachelor’s Degree in Civil Engineering or closely related field of study and/or EIT certification
- Three (3) years of progressively responsible civil engineering experience, in design or construction
- One or more years of Design-Build experience on complex transportation projects
- One or more years of experience directing work for two or more technical/engineering staff.

- The salary listed includes the legislative approved 5% salary premium for positions in King County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
