About the Work Unit
The Colorado Bureau of Investigation (CBI) Office of Professional Standards (OPS) has the responsibility for ensuring administrative integrity for the CBI and its members. The duties of the OPS are to oversee bureau-wide training (Sworn and Professional Staff), Internal Affairs, Backgrounds Investigations, Polygraph, the CBI’s accreditation through the Commission on Accreditation for Law Enforcement Agencies (CALEA), the development and standardization of the CBI Directives Manual and Standard Operating Procedures and Investigations Section records management

About the Job
This position is responsible for:

  • Overall program management of the Investigations Section Report Management System (RMS).
  • Develops, establishes, and maintains unit written directives, Standard Operating Procedures and guidelines for the RMS.
  • Acts as a liaison with supervision in ensuring consistent reporting guidelines and requirements are being followed within the RMS.
  • Primary liaison with RMS vendor regarding upgrades, changes and troubleshooting to meet CBI needs.
  • Develops and maintains Investigations Section unit statistics and reporting, including completing CBI’s submissions to NIBRS.
  • Primary liaison for CORA records relating to the Investigations Section.
  • Overall program management of the Investigations Section eDiscovery program for criminal case filings statewide.
  • Overall program management of the Body Worn Camera and eDiscovery program.
  • Acts as primary liaison with vendors regarding upgrades and troubleshooting of CBI hardware and software related to Body Worn Cameras and eDiscovery.
  • Assists with the management, development, and delivery of the Bureau’s training program for utilizing Body Worn Cameras and eDiscovery.
  • Develops and establishes unit written directives and Standard Operating Procedures for Body Worn Cameras and eDiscovery.

Key Responsibilities
-Develops, and plans specialized, complex, and multi-dimensional analytical management, financial, operational, and/or administrative studies including organizational design, information systems, and/or operational systems and processes and determines study/project goals, objectives, methods, time frames, information parameters, and resource
requirements as it applies to the RMS and Body Worn Camera/evidence.com programs of the CBI. Estimates time of completion of elements of work and establishes schedules accordingly. Implements activities and schedules deliverables in accordance with program priorities and estimated schedules.
-Develop, implement, and maintain an Investigations-wide standard operating procedure for providing discovery to Colorado’s District Attorney offices through the eDiscovery portal.
-Conducts research at the direction of the OPS Supervisor and/or OPS Agent in Charge to obtain necessary information and data for analysis and statistical reporting. Provides accurate and professional reports. Analyzes collected data to identify problems and probable causes, and explores possible alternatives/solutions and the feasibility of recommended changes. Directs the implementation of approved recommendations, helps with policy and procedure development, furnishes advice and technical assistance to facilitate recommended changes, modifications, and/or improvements, and takes corrective action to ensure the outcomes defined for the project/study are achieved. Assists the OPS Supervisor with audits and inspections related to CBI organizational activities. Ensures accurate submission to NIBRS of the Investigation Section cases.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

Three years of professional experience in project management of a criminal justice-related program.

SUBSTITUTIONS

  • Additional professional experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.
  • Must be Colorado resident at the time of application

PREFERRED QUALIFICATIONS
Experience with law enforcement records management, eDiscovery and/or Body Worn Camera systems.
