HeartShare St. Vincent’s Services (HSVS) Nuevo Camino program is dedicated to providing 38 unaccompanied minors, ages 5-12, with a supportive, nurturing environment through transitional foster homes, daily education Monday - Friday, and supportive wrap-around services in the East Brooklyn section of New York City. Our program is rooted in ensuring that service delivery is trauma-informed, culturally appropriate, and tailored to the needs of each child while maintaining all program requirements of ORR.
Responsibilities:
- Participate in agency-wide activities and initiatives including all-staff meetings, working groups, or task forces and implementation of strategic initiatives.
- Lead staff in meeting the objectives of our federal obligations and standards, in accordance with external and internal agreements, in a manner that respects and encourages their individual gifts and skills and educates them regarding the tasks and skills required to meet objectives.
- Oversee the foster parent recruitment and retention efforts of the local partner network to ensure available capacity that meets the unique needs of the children.
- Actively work to develop a team atmosphere within the unit and establish a supportive and productive work environment.
- Develop consistent, effective, and efficient practices regarding program service delivery and support to the partners who are implementing programs.
- Ensure that excellent technical support and training are provided to the local partner network.
- Ensure work plan development, adherence to internal operating policy and procedures, and compliance with federal obligations.
- Meet with federal partners, program partners, and other coalition allies in person or via conference calls to discuss foster care programmatic issues.
- Significantly contribute to funding reports and proposal submissions; review and edit quarterly, annual and monitoring reports for program services.
- Oversee and manage expenditures related to service delivery of foster care activities; analyze and assist in preparing annual budgets.
- Provide support and technical assistance to partners related to issues of service delivery, documentation, reporting, and Child Welfare best practices, and federal guidelines.
- Maintain a close working relationship with the Program Director to ensure effective communication of major developments, trends, activities, and initiatives.
- Supervise staff with its associated administrative tasks - approving timesheets, annual evaluations, etc.
- Ensure that the program is developing and implementing ongoing quality improvement measures to provide specific and measurable program outcomes that meet and exceed both identified internal benchmarks and the requirements of regulating bodies.
- Continually engage partner agencies, through conference calls and site visits, to maintain good working relationships and evaluate partner and community capacity.
- Provide necessary support and backup for the Program Director of Nuevo Camino
- Engage in ongoing professional development by attending seminars or conferences.
Requirements:
- Master's degree or equivalent
- 1 year of similar experience
- Bi-Lingual Preferred: Yes, Spanish
- LMSW or LCSW
- Combined five years of experience and knowledge of child welfare systems, principles, practices, and emerging trends (foster care preferred).
- Five years of progressive managerial experience with increasing roles and responsibilities in supervision, program management, implementation, and evaluation.
- Experience with refugee and unaccompanied immigrant children.
- Experience in program development, administration, and budget oversight.
- Demonstrated ability to develop and manage collaborative partnerships among various systems.Excellent oral and written communication skills and the ability to interact well with all levels of various systems.
- Experience with and commitment to working in a very diverse workforce.
- Experienced in writing proposals, reports, and documents for various purposes of mandated reporting. Ability and willingness to travel.
- Ability to foster collaboration and teamwork within LIRS and with partners.
- Strong organizational skills and ability to manage multiple projects and activities simultaneously.
- Demonstrated experience in inter-agency collaboration, development of new partnerships, and creation of working groups.
- Cross-cultural/international experience; demonstrable cultural competency skills. Strong analytical and problem-solving skills.
- Awareness of legal and political issues related to immigration and child welfare.
- Attention to detail and analytical skills. Proficiency in Microsoft Office applications.
- Deep commitment to LIRS's core values and ability to model those values in relationships with colleagues and partners.
- Up to 25% travel Required.
