THIS PROMOTIONAL RECRUITMENT IS OPEN ONLY TO CURRENT CITY OF HUNTINGTON BEACH REGULAR EMPLOYEES.
(Employees who have not completed their INITIAL probationary period are not eligible).

The Records Technician is an entry level position for candidates with little or no law enforcement records experience. Candidates with law enforcement records experience may be considered for hire at the Records Specialist level depending on qualifications.

With close supervision, performs a variety of clerical tasks and support functions within the Records Bureau of the Police Department; and performs other duties as required within the scope of the classification.

DISTINGUISHING CHARACTERISTICS
The Police Records Technician is an entry-level position in the class within the Records Bureau of the Police Department. Incumbents are proficient at typing and trained to perform a wide range of record processing, recording and retrieval and have no supervisory responsibilities.

Examples of Essential Duties

Types forms, letters, reports and other documents; records and files various documents and police reports; completes registration forms, receipts and other pre-printed forms; operates copy machine, teletype, fax machine, telecopier, cash register and industrial shredder; distributes teletype messages, police reports, and related court documents to appropriate personnel.

Responds to requests for warrant checks, MCAPS, automated Jail system and similar information. May be assigned to word processing section on a regular basis; responds to questions and complaints from the public in accordance with departmental procedures.

Provides information that assists detectives and officers in the field in conducting their investigations. Presents facts related to laws and ordinances; releases copies of police reports as required by law and answers general questions related to police programs.

Accepts and processes private property impounds and repossessions; releases recovered stolen, impounded or stored vehicles; researches and responds to requests from insurance companies, probation officers, and other agencies; completes booking process of arrestees; processes temporary/permanent restraining orders.

Performs data entry to the Automated Records System; processes special licensing applications and forwards information to the Department of Justice; registers narcotics/sex offenders.
Performs basic teletype duties involving entry into CLETS/NCIC databases; may conduct body search of female suspects; may be required to maintain temporary control of minor children taken from unfit homes or adult offenders.

The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. The City, at its discretion, may add, modify, change or rescind work assignments as needed.

Minimum Qualifications

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes:

Knowledge of: City and Department policies and procedures; basic organization and operations of a police department; all clerical practices which relate to filing, verifying, word processing, checking, maintaining records and proper English usage; legal terminology; code books; word processing and Department manuals; federal and state codes for release of information/confidentiality; CLETS users guide; DOJ POST Records manual; computer manuals.

Ability to: Function effectively in a complex work environment; learn assigned tasks readily; perform several tasks simultaneously; work courteously and professionally with the public and City personnel; read and understand code books and user manuals; produce a variety of documents; work cooperatively with others; follow written and oral instructions; operate computers, transcription equipment, teletype and other office equipment.

Education: High school diploma or equivalent.

Experience: One year in an office environment, with computer usage and typing speed of 30 wpm.

Shift Assignment: Must be available to work all assigned shifts, including evenings, weekends and holidays.

Reclassification: Current City employees who have successfully completed twelve months in the position of Police Records Technician and receive a recommendation from the Police Records Administrator and the Chief, may be eligible for reclassification to Police Records Specialist.

APPLICATION AND SELECTION PROCESS

  • An official on-line application must be completed in its entirety. Incomplete applications will not be accepted.
  • Applicants meeting the minimum qualifications will be sent an invitation by email to complete an online Criticall Examination. This includes testing skills required to be successful in the position. It will also include a typing test and the minimum net typing speed is 30 WPM.
  • Candidates receiving a passing score on the Criticall exam will be invited to an oral board interview.
  • Candidates successfully passing the written and oral exams will be placed on an employment eligible list from which hires may be made. The employment eligible list is valid for up to one year, unless exhausted sooner.
  • Candidates considered for hire must undergo a comprehensive background investigation, which includes (but is not limited to) LiveScan fingerprinting, polygraph exam, credit check, reference/employer checks, DOJ and FBI checks, etc.
  • Upon a conditional offer of employment, a pre-placement medical evaluation, psychological exam and drug screening must be completed with acceptable results.
  • Upon hire, employee is subject to further reporting from DOJ via subsequent arrest notification.
  • IMPORTANT: In-house candidates who did not apply by the closing date of the promotional recruitment may apply to the "open" recruitment if applicable. However, they will compete based on the standards established for the "open" recruitment and if successful, will place on the "open" eligible list.

Supplemental Information

Work involves exposure to potential physical harm. There is frequent need to stand, reach overhead, sit, stoop, walk, work in confined spaces, and perform other similar actions during the course of the workday.
