Job description
Bay Aging is seeking a Mobility Manager for Bay Transit. This position has offices in Gloucester & Warsaw, VA. The Mobility Manager will oversee public transportation of people with disabilities not met by traditional Bay Transit routes and improve transportation options for these passengers. ESSENTIAL FUNCTIONS:
1. Planning: based on the unmet transportation requests of senior riders and passengers with disabilities, work with regional planning districts, human services providers, state agencies and transportation providers to improve their transportation options within our 12-county service area; expand the mobility program beyond current service areas; participate in statewide advocacy for public and human service transportation as a member of the Virginia Association of Mobility Managers (VAMM).
2. Delivery: develop procedures for the Mobility/New Freedom services; supervise the Mobility/New Freedom coordinators and drivers; oversee the coordination of rides for seniors and people with disabilities provided by a partnership between Bay Transit, taxi operators and human services agencies; inspect all non-Bay Transit providers against qualification criteria (e.g. workers’ compensation, insurance, etc.); provide quality control of paperwork and office procedures associated with New Freedom.
3. Technical expertise: contribute technical expertise to Bay Transit service development/expansion and for new grant applications. Assist Bay Transit team with data collection and reporting.
4. Other duties as assigned by the Transit Director.
KNOWLEDGE, SKILLS AND ABILITIES
Rely on experience and judgment to plan and accomplish goals. Perform a variety of tasks. Lead and direct the work of others. Manage an operating budget up to $350K per year.
Decision making- Handle all daily responsibilities relative to the position independently. Inform supervisor before sending any information or report outside of Bay Transit. Work closely with supervisor of any work related to new grant applications.
Working knowledge of:
- Federal Transit Administration (FTA) and Department of Rail and Public Transportation’s (DRPT) compliance requirements.
- Microsoft Office programs (e.g. word processing, spreadsheet, e-mail).
Ability to:
- Work in and away from the office, including attend community functions within the Agency’s service area in the evening and occasionally on weekends. Occasional overnight travel is required.
- Establish and maintain effective working relationships with employees, co-workers, other service providers and community leaders.
- Present ideas and concepts to a variety of audiences.
WORKING ENVIRONMENT
Office-based position with minimal physical requirements (ability to lift 15lbs, walking and climbing stairs). Requires regular independent travel around the area served by Bay Aging. 90% of the essential functions of the position can be performed virtually.
MINIMUM QUALIFICATIONS
Requires a bachelor’s degree or equivalent experience in the field of transit management or human services transportation delivery. Must possess a valid driver’s license.
FLSA status: This is an exempt position.
