The Video Specialist - Communications plans, designs, writes, and produces audiovisual material for departmental training, public education, and general information. Oversees in house and on location live broadcasts, council meetings, and other board meetings.
Essential Functions
Essential Functions (General)
1 Produces videotape programs to effectively train employees, communicate administrative objectives, and document events or to inform the public.
2 Distributes instructional videotapes to support the in-service training programs of emergency operations personnel through cable television and videotape.
3 Responds to and videotapes emergency incidents for recording operations on which instructional programs are based.
4 Operates and performs minor maintenance on a variety of audiovisual equipment to record, produce, and play video programming and other audiovisual materials.
5 Facilitates press conferences for the Mayor and council members; produces, shoots, and edits videos as requested by Management; takes pictures and video with cameras for requested events.
6 Maintains the video library for the department; evaluates and acquires programs or services to enhance the audiovisual library and meet specific training objectives.
7 Locates and secures location and other production necessities to shoot scene or scenes required; produces, records, assists, and edits videos using a variety of equipment.
8 Utilizes knowledge and training to determine format and content which will be most effective, meet objectives, and remain within budget limits; writes and edits scripts for videos.
9 Identifies performance areas that could benefit from utilization of audiovisual training materials and initiates production of appropriate programs to enhance departmental operation.
10 Performs any and all other work as needed or assigned.
Essential Functions (Position-Specific)
1. Provides production support for public meeting telecasts, including technical directing, camera control, and audio monitoring.
2. Provides audio/video support for public meetings and live events.
3. Works closely with the multimedia production staff in the creation and completion of video projects for public delivery, including pre-production, production and post-production work. 4. Maintains the video library for the Communications, Outreach & Marketing department.
5. Cleans, maintains and performs minor repairs on equipment to ensure security and availability.
6. Oversees and completes special projects.
7. Regular, reliable and punctual attendance is an essential function of the job
Minimum Qualifications
Education
High School Diploma or GED (Required)
AND
Experience
3 years of experience (full-time) developing and creating audio and visual content for large scale operations. (Required)
Supplemental Information
Knowledge, Skills, and Abilities (General)
1 Knowledge of principles and techniques of audiovisual production.
2 Knowledge of operations of audiovisual and production equipment.
3 Knowledge of Broadcasting and producing.
4 Knowledge of specialized video equipment and supplies.
5 Ability to develop, compose, and write clear and concise written scripts for videotape.
6 Ability to perform minor maintenance on audiovisual equipment.
7 Communicating effectively verbally and in writing.
8 Establishing and maintaining effective working relationships.
Knowledge, Skills and Abilities (Position-Specific)
Expertise with video/audio recording equipment (cameras, microphones, video and audio mixers), projection systems.
Working knowledge of multimedia specialized software (ex. Avid, Final Cut, Adobe Creative Cloud), digital video production, video conferencing systems, MS Office products.
Strong knowledge of computers, networks, and multiple operating systems (Mac OS, Windows 10).
Ability to problem-solve and troubleshoot are key functions of this position.
Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
Ability to communicate effectively both orally and in writing with a wide variety of people.
Spanish proficiency is preferred.
Working Conditions and Hazards:
Occasional lifting of objects up to 30 lbs.
Subject to standing, walking, sitting, bending, reaching, kneeling, pushing and pulling.
Work is performed in a standard office environment and in a video production environment.
May work for extended periods with arms above shoulders.
