POSITION TITLE: Medical Director
RESPONSIBLE TO: Chief Executive Officer
FLSA STATUS: Exempt
Purpose of the Position: The Medical Director contributes to fulfilling the organization’s mission and strategic initiatives by providing leadership, oversight, evaluation, and direction of clinical functions and activities related to medical services. As a member of the senior leadership team, the Medical Director collaborates with VFHC staff, clinicians, community partners and others to assure high quality, comprehensive and accessible care.
QUALIFICATIONS:
1. Graduate of an accredited medical school with US or ECGME certification.
2. Must have license to practice in Idaho and Oregon.
3. Family Practice, Internal Medicine or Pediatrics specialty, with Board certification or Board eligible from AOA or ACMGE approved specialty board.
4. Minimum five years’ professional clinical experience in Family Practice, Internal Medicine or Pediatrics.
5. Minimum two years’ supervision of medical professionals.
6. Strong community health/public health orientation and commitment to working with medically underserved patient population. Direct CHC experience preferred.
7. Excellent interpersonal skills and the ability to work effectively with a wide range of constituencies in diverse communities.
8. Authoritative knowledge of administrative practices and procedures, teaching methods, rules, regulations, policies and standards related to primary care medical services.
9. Ability to apply principles of personnel administration to selection, placement and supervision of medical staff.
10. Must maintain active Drug Enforcement Administration (DEA) licensure.
11. Current provider card in Advanced Cardiac Life Support (ACLS).
12. Knowledge of OB and Pediatrics services strongly preferred.
13. Knowledge and/or experience with integration of medical services with behavioral and oral health preferred.
14. Experience teaching residents and students preferred.
RESPONSIBILITIES:
Planning:
1. Develop VFHC’s health care plan based on the community health needs, epidemiology of the community, health behaviors of the community and other factors.
2. Recommend clinical objectives and participate in the designation of priorities for VFHC regarding implementation of the health care plan.
3. Assist Senior Leadership Team in assessing new opportunities, better use of technology, and potential collaborations, affiliations or acquisitions.
Organizing:
1. Develop the organizational plan for medical operations and provide for efficient use of personnel in the application of multiple health disciplines to community and individual health problems.
2. Participate in community organization activities designed to modify community health behavior, epidemiology, and/or other needs.
3. Coordinate the activities of the medical staff with those of other operating units of VFHC. Actively assess and develop integration opportunities and strategies.
4. Delegate responsibilities to others as appropriate.
Budgeting:
1. Participate in development of the VFHC financial plan (capital and operating budgets),with ongoing monitoring and evaluation.
2. Develop and present the clinical activities budget, including staffing and support plans and equipment needs projection.
Staffing:
1. Prepare and recommend qualifications, statement for credentialing, job descriptions and evaluation standards for all medical personnel.
2. Assist in recruitment of clinical staff, assist in interviewing potential clinical staff, and prepare recommendations for hiring, progressive discipline and termination of clinical staff for the review and approval of the HR Director and CEO.
3. Serve as the primary evaluator for medical provider staff; recommend and participate in final determination of disciplinary actions, terminations, nomination of individuals for awards and salary increases.
4. Provide input in the selection of key non-clinical personnel.
5. Provide clinical supervision of Physicians, Family Nurse Practitioners, Physician Assistants, and other personnel as assigned.
Controlling:
1. Advise on information system needs; develop, recommend, and conduct special studies of operations.
2. Interpret clinical data.
3. Participate in the periodic review of practice management functions, e.g. reception, telephone triage, patient flow, outreach services, laboratory, follow-up on missed appointments, referral tracking, etc.
4. Review patient satisfaction surveys and develop/oversee performance improvement efforts based on data.
Operations:
1. Arrange and conduct regular meetings of medical providers.
2. Represent clinical management in health center administrative meetings, and, under the direction of the CEO, in community meetings.
3. Provide on-site, day-to-day clinical supervision of clinician staff.
4. Provide clinical supervision to laboratories at all medical clinics.
5. Schedule clinical assignments, rotations, on-call, leave, etc., or delegate appropriately.
6. Institute and manage continuing professional education, in-service training and orientation of medical staff.
7. Participate in the development of health risk management protocols.
8. Advocate for the health center and serve as liaison to local and state professional societies, health officials, organizations and health training institutions as appropriate.
9. Oversee the development, design, implementation and evaluation of educational programs for patients.
Evaluation:
1. Supervise the development, implementation and operation of a quality assurance program as it related to patient care.
2. Present reports on health and quality assurance matters to the Board and other stakeholders.
3. Formulate and recommend changes in clinical programming which are seen to be needed from analysis of clinical data, or changes in health behavior, epidemiology, or problems/needs in the community.
Clinical Practice:
1. Clinical medicine, i.e. direct patient care at least 8-12 hours per week average.
2. Adhere to the highest standards of medical ethics at all times.
3. Participate in improving VFHC performance, processes, and programs through quality improvement.
4. Support continued utilization of Patient-Centered Primary Care Home model of care, and integration of medical services with behavioral health and dental service lines.
5. Coordinate continuity of patient care with external healthcare organizations and facilities, including referrals to specialty care providers, and continuity of patient care with patients and families following hospital admission, discharge, and ER visits.
6. Promote clear communication amongst a care team and treating clinicians by ensuring awareness regarding patient care plans.
7. Other duties as required, assigned.
