JOB DESCRIPTIONThe Enrollment and Billing (E&B) Manager is responsible for leading enrollment and billing operations for the individual line of business to include enrollment, billing, cash applications and related financial transactions. The manager role will include oversite of escalated customer inquiries and work with internal support teams to ensure timely resolution of outstanding issues. This position develops consistent standards, policies, and procedures to ensure data integrity, while maintaining a focus on continuous process improvement. This position also develops and implements strategies to support organizational goals and initiatives.
RESPONSIBILITIES
Manages multiple small teams with varied degrees of complex work through direction of subordinate supervisory staff. Functions include but are not limited to: electronic file processing, web and paper enrollment, individual billing, payment application through various channels, financial controls for dunning, bad debt write off and refunds.
Provides oversight of end-to-end transactions, including analysis and issue resolution, to ensure timely and accurate enrollment, billing, and cash application; Drives customer collections process to maintain cash flows within corporate goal metrics and maintains an effective escalation process.
Establishes information flow from all touch points and performs regular control reviews of system to ensure data quality; Partners with end-to-end stakeholders to improve payment behaviors, adherence to contracts terms and overall performance of the individual line of business operations.
Develops and continually assesses work processes to identify opportunities to automate, minimize errors and maximize productivity; Develops tools to monitor for productivity, quality and compliance to standards.
Through supervisors, leads, plans, and coordinates work teams to ensure effective performance; works with the team to determine root cause for discrepancies, correct processes and implement change.
Serves as business project sponsor for Enrollment, Billing and Cash Application system implementations, upgrades and automation initiatives driving decisions that support the overall business strategy; Works collaboratively with end-to-end departments and divisional stakeholders to move forward system and process changes needed to achieve tactical and strategic goals.
Acts as a subject matter expert representing individual enrollment, billing and payment application in feasibility reviews; provides direction to stakeholder teams in handling unique requirements and issue resolutions.
Oversees month-end closing of the billing department information including assisting in the preparation of the deferred revenues and accrued revenues decisions.
Formulates policies, procedures, and standards in support of regulatory and compliance requirements including participating in reporting and responses for external and internal audits.
Develops, monitors, and reconciles an annual operating plan and budget; identifies variances and takes corrective actions as appropriate.
QUALIFICATIONS
8+ years w/Bachelor's degree; 1+ years supervisory/management
Significant experience in health care industry Individual enrollment, billing and cash application operations may substitute in lieu of some of the above education.
Knowledge of Individual Business Enrollment, billing and accounting processes
Leadership ability to set a vision and inspire team members
Demonstrated drive to success and a sense of urgency
Ability to develop productive working relationships at all levels of the organization and cross-culturally
Strong interpersonal, written and verbal communication skills with ability to present at Sr. leadership levels internally and externally
Good organizational and time management skills with the ability to adhere to deadlines
Ability to multi-task while maintaining excellent attention to detail
Excellent analytical, logical reasoning, and problem-solving skills
Ability to perform in a high paced environment with multiple priorities
