Job Summary: Under the supervision of the Director of Laboratory Service the Laboratory Information Systems (LIS) Specialist will be responsible for the operation of the Laboratory Information System and the coordination of its operation with the clinic system EMR/EHR. Essential tasks include laboratory instrument communications management, managing EMR/EHR interfaces, and providing support for users of the LIS/HER. The LIS Specialist will be responsible for review of processes and performance in compliance with the standards established by the Clinical Laboratory Improvement Act as administered by CMS. The incumbent will be proficient in LIS testing performed by the supported programs, work independently to achieve program goals, and demonstrate excellent organizational skills. Job incumbent will respond in case of internal or external disasters.

Essential Functions

Representative Duties:
Under the supervision of the TCC Director of Laboratory Services the incumbent will be responsible for:

1. Implementation, management and monitoring of LIS operations and Lab test compendium.

2. Creation and management of LIS user accounts.

3. Acting as point person for all LIS issues, identifying problems and solutions.

4. Monitoring the integrity of HL7 messages, reference labs, and instrument interfaces.

5. Generating performance reports.

6. Maintaining relationships and work with vendors (reference labs, practice management system, electronic medical record system) associated with the LIS.

7. Ensuring the integrity of messaging between the practice management system and the Laboratory Information System.

8. Working with in-house TCC Health IT Staff to help facilitate software updates, additional functionality, and other program upgrades.

9. Analyzing technology requirements and understanding functional specifications.

10. Presenting and implementing technological alternatives to streamline functions and improve productivity.

11. Working with the Director of Laboratory services to design and implement training programs for new employees.

12. Utilizing their expertise to enhance/optimize laboratory testing workflows and the end user experience.

13. Providing technical support and assisting staff in understanding and using technology.

14. Maintaining current knowledge of LIS by completing continuing education and attending training programs and online user groups.

Other Responsibilities:

Minimum Qualifications



Minimum Qualifications:

1. Medical Laboratory Scientist (MLS) with Bachelor’s Degree training.

2. Three (3) years of information system platforms experience, laboratory or healthcare related field preferred.

3. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

Knowledge, Skills and abilities:

1. Proficient in Microsoft Windows software, including Server, Office, and Excel.

2. Strong organizational, project management and time management skills.

3. Excellent analytical and problem-solving skills.

4. Flexible working hours.

Supervision:
This position has no supervisory responsibilities.

Physical demands: Able to spend long periods of time sitting or standing. Have good color discernment. May be exposed to communicable diseases, blood born pathogens, and hazardous materials. May need to lift up to forty (40) pounds occasionally. Traveling from site to site (includes travel in small aircraft), standing, and stooping for extended periods of time. Exposure to a variety of working environments, including rural village communities.


Summation



Summation: This position including daily interaction with patients and health services staff. Incumbent is obligated to follow Health Center and TCC principles to ensure safety of patients and staff. Must be able to work in a team or independently. Job incumbent must promote a courteous, professional and efficient public image to patients and referral providers/entities.
