Overview:
The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Junior Program Assistant in USAID's Office of the General Counsel under GHTASC.

Summary Statement
The Office of the General Counsel provides legal advice, counsel, and services to the Agency and its officials. It ensures that USAID programs are administered in accordance with legislative authorities. The Program Assistant provides administrative support to the Office of the General Counsel division that advises the Bureau for Global Health in support of the Agency’s global health programs.

Position Summary
The Junior Program Assistant provides support to technical staff, performing a variety of both routine and complex administrative and analytical duties. These duties range from administrative tasks such as scheduling briefings and meetings and maintaining program files, to more complex analytical tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets. The Junior Program Assistant ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies and guidelines as well as corporate practices and procedures.
Responsibilities:
The Junior Program Assistant provides support to attorney advisors, performing a variety of both complex and routine administrative and analytical duties. These duties range from administrative-type tasks such as scheduling briefings and meetings, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents and legal resources and designing and maintaining spreadsheets. The Junior Program Assistant ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies and guidelines, as well as corporate practices and procedures.
  • Conducts extensive research relating to and analyzes complex legislation, regulations, policies, directives, statutes, bills, reports, hearings, executive orders, case law, legal testimony and legislative histories. Compiles references and resources to streamline decision-making.
  • Reviews, analyzes, and prepares documents covering diverse and complex legal, administrative and policy issues.
  • Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, reports, and legal memoranda.
  • Supports the process of responding to external requests for information by working with contacts in the Global Health Bureau and other USAID offices to gather relevant documents, develop tracking systems, and review documents.
  • Maintains administrative and information tracking systems and assists in the design and maintenance of spreadsheets and databases to support these systems. Supports the knowledge management activities of the Office of the General Counsel, including organizing information and assisting staff on use of systems.
  • Schedules regular and ad hoc meetings, which includes reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, tracking responses, and assembling background and informational materials.
  • Works with USAID staff on general management-related activities.
  • Prepares briefing materials and talking points for senior officials.
  • Participates in all relevant technical and managerial meetings for the purpose of assisting in management duties.
  • Collects and makes arrangements for distribution of material to the USAID missions and USAID/W offices.
  • Performs other duties as assigned.
Qualifications:
Minimum Qualifications:
  • Bachelor’s degree with 1 year of relevant experience, Associate’s degree and 3 years of relevant experience, OR High School graduate and 5 years of relevant experience.

Other Qualifications:
  • Experience in executive administration and management procedures preferred.
  • Proficiency in the use of Google and the Microsoft Office Suite is necessary; experience in the use of data base applications is preferred.
  • Strong oral communications skills and the ability to read, analyze, and interpret general business communications.
  • Strong written communications skills with a keen attention to grammatical detail.
  • Strong organizational skills in order to keep track of multiple tasks and deadlines at a time.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to apply a common-sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Excellent interpersonal skills.
  • US. citizenship is required, and a Secret security clearance is required and must be obtained.

Full pay range for this position is $22.50 to $40.13 per hour, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
