The County of Monterey, Information Technology Department (ITD) consists of four (4) operational Divisions: Administration; Applications & Customer Support; Infrastructure & Operations; and Information Security. The ITD, Administration Division seeks a seasoned IT Project Management professional to plan, organize, communicate, and manage a variety of IT projects to meet customer expectations within agreed-upon time, within budget, and with measurable business quality and stakeholder benefits.

The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

  • Coordinates communication and information to meet project needs and assure smooth and efficient completion of projects and activities; facilitates status meetings, brainstorming sessions, requirements gathering sessions, project wrap-up sessions and other meetings; establishes and maintains contacts with internal and external stakeholders, agencies, boards, committees, and commissions to provide information, gain acceptance and support for projects, and ensure projects meet customer needs.
  • Performs professional and analytical duties related to planning, coordinating, and managing information technology projects that are typically of moderate risk, include multiple departments, involve existing or somewhat new technologies, and have a significant financial or operational impact on key business processes; manages project adherence to customer expectations with regard to timelines, budgets and deliverables; administers project contracts; serves as a source of documentation, guidance and metrics on project management and execution.
  • Coordinates with department representatives to define technology project needs; collaborates with peers, customers, administrators, vendors, outside agencies, and the public in the development and implementation of project deliverables in conformance with County project management policies and standards, including project scope, objectives, benefits, risk analysis, plans, budgets, resource requirements, timing, templates, procedures, contingency plans, and other related documentation.
  • Analyzes issues or problems related to planning, implementing, or completing project work and develops and implements solutions.
  • Works with information technology architects, engineers, contractors, and/or consultants as required to evaluate, define, and/or design work solutions and project specifications.
  • Tracks project issues; coordinates problem solving, conflict resolution and escalations; performs follow-up to ensure issues are resolved and effectively communicated.
  • Coordinates schedules and multiple concurrent project activities with facility occupants, contractors, material vendors, and/or others as related to the assigned project area.
  • Inspects project work for compliance with work specifications and contracts, processes change orders, and conducts pre-final inspections; manages vendors to ensure they are performing to their statement of work before they are authorized for payment, manages change requests and vendor invoices.
  • Confers with management and provides technical advice on the potential impacts of projects such as those related to staffing, budgets, organization and workflow, and contract or regulatory compliance.
THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Working Knowledge of:
  • Principles and practices of information technology project management, including planning, needs assessment, prioritization, cost-benefit analysis, system implementation, scheduling, organizing, user acceptance testing, resource allocation, logistics, coordination, software, tools, change control and contract administration.
  • Principles and practices of information technology project fiscal management including project estimating, cost accounting, and budget planning.
  • Project Life Cycles, System Life Cycles, Software Development Life Cycles and Service Management Life Cycles.
  • Standard project management software and its use in each phase of the project lifecycle.
  • Principles and practices of running effective meetings, making effective presentations to project team members and executives, and producing effective project and technical documentation.
  • PC office applications such as Word and Excel, the Internet and other related computer applications.
  • Principles and practices of technical problem solving.
  • Effective customer service techniques.
  • Research methods, including data collection and analysis.
Skill and Ability to:
  • Plan, organize, prioritize and manage information technology projects.
  • Develop and administer technology project budgets and analyze expenditures.
  • Manage resources within budget and policy parameters.
  • Understand the impact of organizational, administrative, and personnel aspect of new information systems designs.
  • Manage multiple concurrent project activities that often have competing timelines and deadlines.
  • Recognize and resolve problems, develop recommendations and solutions.
  • Effectively facilitate meetings, create and deliver presentations and build consensus.

  • Gather, organize, and evaluate complex data, draw logical conclusions, and make effective recommendations.
  • Read, understand, interpret, and apply complex technical information.
  • Interpret and apply codes, regulations, laws, policies, procedures, and guidelines.
  • Work independently, exercise initiative within established procedural guidelines, and organize and prioritize work to meet deadlines.
  • Effectively and professionally communicate, both orally and in writing, with all levels of staff, customers, vendors, other government agencies and the public on matters related to the work.
  • Develop, create and produce clear, concise and detailed instructions, procedures, reports, correspondence, and technical memoranda.
  • Develop, establish, and maintain effective, cooperative, collaborative working relationships with those contacted in the course of work including any other public or private agencies.
  • Provide excellent and courteous customer service.
  • Foster a spirit of teamwork and advocacy when meeting with staff and members of departments.
  • Utilize personal computers and software such as Microsoft Excel and Word, and Project Management software.

Examples of Experience/Education/Training

Any combination of training, education, and/or experience which provides for the knowledge, skills, and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Education:
Possession of a bachelor's degree in Computer Science, Information Systems, or a related field from an accredited four-year college or university; and

Experience:
Two (2) years of professional project management experience related to information systems administration, systems engineering, software engineering, database administration, network engineering, or the delivery of other information technology products in a multi-platform environment; OR two (2) years of experience performing work equivalent to an IT Project Manager I in the County of Monterey.

Additional Information

DESIRABLE QUALIFICATION:
Possession of a Project Management Professional (PMP) certification from the Project Management Institute or similarly recognized organization.

CONDITIONS OF EMPLOYMENT
:
  • Successfully complete a background check to include fingerprinting.
  • Possess and maintain a valid California Class C driver's license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including on-call, evenings, weekends, holidays and during times of disaster and/or emergency.
