Job Overview
The USAFSAM Academic Development Branch (EDED) seeks to fill a DO-02 position with primary responsibilities as an Instructional System Specialist
- Utilizes the Instructional System Development process to analyze, design, develop, implement and evaluate curriculum for courses, workshops, and symposiums conducted by the USAF School of Aerospace Medicine (USAFSAM).
- Maintains, reviews and provides guidance and educational expertise in the development of course control documents such as Specialty/Course Training Standards, Education Plans, Plans of Instruction, and Lesson Plans.
- Provides guidance and educational expertise in the development of learning objectives, measurement instruments, and student instructional materials to ensure appropriate content, delivery, methods of measurements, and use of emergent technologies.
- Reviews and monitors course control documents, student instructional materials, and measurement devices to ensure they are free of errors, adequately measure objectives, conserve resources, and are suitable for the target audience.
- Plans organizes, conducts, or provides guidance during all phases of the ISD process by using USAFSAM academic evaluation programs and projects such as Annual Course Reviews, End-of-Course Surveys, mail-out questionnaires, and field evaluations visits.
- Analyzes and interprets data and feedback obtained through these programs and provides written recommendations to leadership to improve mission effectiveness.
- Participates in the development, management, and instruction of formal and informal faculty development courses.

Required Qualifications
- US Citizenship
- Applicants must have at least one (1) year of specialized experience at the next lower grade of position being advertised, or equivalent in other pay systems
- Must be able to pass a National Agency Check and Inquiries (NACI)
- Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Leaming theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
- COVID-19 VACCINATION REQUIREMENT: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, travel restrictions, screening testing, and restriction from the workplace.
Desired Qualifications
- Master’s Degree with concentration in education (concentration in Instructional Design is a plus)
- Completion of CCAF approved Basic Instructor Course
- Experience with Blackboard from a design/teaching perspective
- Experience with ISD for multimedia development
