Job Duties

The Division of Population Health Data (DPHD) is responsible for analytic and outreach services within the Office of Family Health Services (OFHS), including epidemiological activities regarding the collection, monitoring, analysis and interpretation of data, and program evaluation regarding programmatic data-informed decision-making and needs assessment activities. The DPHD seeks a qualified candidate to serve as the Program Manager for an epidemiology program, the Virginia Environmental Public Health Tracking Program (Virginia Tracking). The purpose of the Virginia Tracking Program is to better understand how environmental factors can contribute to negative health effects and health inequities by collecting, integrating, and analyzing non-infectious disease and environmental data. The Virginia Tracking Program collaborates with agency data stewards to deliver a core set of health, exposure, and hazards data, information summaries, and tools to enable analysis, visualization and reporting of insights drawn from the data. The selected candidate will be responsible for overseeing, managing, and coordinating the Virginia Tracking Program and supervising the work of associated staff in conducting epidemiologic, health education and training activities regarding the Tracking Program and health issues arising from or directly related to environmental factors. This position will lead and monitor program development, strategic planning, implementation, and surveillance and data analysis activities; and will facilitate program partnerships and workgroups. This position will guide the program in agency policies and procedures; prepare and monitor program applications, reports, budget, and disbursements to assure sufficient funds are available to support program commitments; coordinate resources; and assure that all internal and external partners are effectively carrying out project requirements.

Minimum Qualifications

Considerable knowledge of the cause, treatment, and prevention of non-communicable diseases and other conditions of public health importance. Considerable knowledge of methods of public health surveillance. Demonstrated ability to develop program goals and objectives and to evaluate program effectiveness. Demonstrated experience as a supervisor supervising multiple programs & a variety of complex tasks. Experience in design, development, implementation & evaluation of health programs. Ability to problem-solve and strategically plan. Demonstrated ability to communicate effectively orally and in writing with health care professionals and the public. Experience with grant writing and budget management.

Preferred Qualifications:

Degree from an accredited college or university with advanced course work in public health, science, social science, epidemiology, or biostatistics or equivalent combination of education, training, and/or experience. Experience with conducting surveillance, assessments, research studies or prevention activities related to environmental health.
