Overview:
Higher Order Consulting is a management consulting firm specializing in organizational transformation by creating and implementing human-centric operating systems and strategies. Higher Order Consulting has been retained by the City of Cedar Park to lead HR strategy and transformation initiatives. We are searching for a contract, highly experienced HR Business Partner to join our interim HR leadership team to provide temporary capacity and expertise to enhance the delivery of HR programs and services to several departments in addition to offering mentorship to existing personnel.
Ideal candidate profile: Experienced, reliable HR Business Partner for several departments, representing approximately 250 employees. With minimal direction, directs, manages, and supervises the activities and operations of all HR areas for departments with small-to-medium employee populations and/or complex operations. Responsible for the implementation of services and programs in one or more areas of HR. Candidate must internally cultivate a strong sense of purpose, positivity, professionalism, and resilience amid a fast-paced, and transformative environment.
Candidates must have five to ten years of significant HR experience; have excellent HR programmatic and legal knowledge, deep experience providing HR expertise to employees and managers and enjoy developing partnerships and delivering accurate and timely results. Candidates will have experience and enjoy working independently with an appropriate level of discretion and judgement to escalate issues. Experience with InCode and NeoGov a plus but not required if the candidate displays a strong aptitude for learning new systems and can do so quickly.
Contract Full-Time HR Business Partner for City of Cedar Park
- Serve as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues including applicable systems, policies, procedures, strategies, process workflows, and regulations, and monitors compliance with policies, regulations, laws, and program objectives.
- Implement HR programs, procedures, processes, and strategies including but not limited to employee relations, recruitment, compensation, and benefits, HRIS support, and performance management.
- Partner with department leaders to analyze talent requirements, recruit, select and onboard team members.
- Provide information to employees on personnel policies.
- Investigate and respond to complaints from managers and employees and make recommendations.
- Monitor and maintain system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.
- Periodically act as a team leader to special task forces or teams.
- Provide administrative support which may include data entry; maintaining databases; sorting records; assisting employees with filling out forms; creating a variety of correspondence; announcements, records, forms, and reports; and performing related activities.
- Provide direction and/or guidance to less experienced human resources personnel.
- Partner with executive management on HR programmatic analysis, in the achievement of objectives and in resolution of complex HR-related issues, providing direct operational oversight, advice and analytical support within the assigned departments. Ensure program efforts, policies, and programs align with the goals of the department and the organization. Exhibits business acumen and a comprehensive understanding of and expertise in how HR makes departments within an organization successful.
- Support and partner with senior leader(s) and organizational and departmental management to implement enhancements, monitor trends that could impact operations and efficiencies, improve policies and procedures, provide solutions and recommendations for practice and process improvements, and identify training needs and solutions to operational efficiency and service quality.
- Develop and implement standard operating practices and procedures, as necessary.
- Deep knowledge of federal, state, and local laws and ordinances governing personnel activities.
- Knowledge of practices of HR program administration and management.
- High customer service orientation with an ability to establish and maintain good working relationships with assignment department leaders and employees.
- Ability to mitigate conflict, deescalate emotionally charged situations, and navigate uncertain situations.
- Skill in planning and organizing.
- Skill in handling multiple tasks and prioritizing.
- Skill in utilizing HR systems.
- Knowledge of practices and methods of coaching and leading the work of others.
- Knowledge of principles and applications of critical thinking and analysis.
- Skill in overseeing the maintenance of HR program/process documentation, data, schedules, records, and files.
- Ability to coordinate deadlines, prioritize work demands and assign/monitor work performed.
- Experience supporting civil service or public safety a plus.
