Position Summary & Duties Responsible

POSITION SUMMARY

Fiscal Administrator is accountable for coordinating assigned special projects including investments, fiscal impact, cost/benefit, project, and program analyses, and coordinating implementation of special projects including projects and liaison activities. Plans, directs, administers, supervises, and participates in the daily operations and activities of an assigned fiscal program function in such areas as payroll or accounts payable treasury. Prepares, reviews, and submits reports within assigned areas of responsibility and serves on various committees.

DUTIES AND RESPONSIBILITIES

  • Supervises the staff and operations of the assigned fiscal program; plans and prioritizes work strategies for self and subordinates; identifies and recommends staffing changes in response to workload requirements.
  • Plans, directs and supervises the work of technical or clerical staff; participates in the selection process; conducts performance evaluations; provides training and employee development; documents performance issues and discusses corrective actions with management and human resources; recommends corrective or disciplinary action.
  • In conjunction with management, assists in the establishment and implementation of program objectives, policies and procedures.
  • Reviews and analyzes work processes to improve quality and quantity of work within assigned area of responsibility; assists management in issuing and interpreting operational policies.
  • Recommends and implements changes in order to improve workflow, simplify procedures and to ensure efficient program operations.
  • Interacts and assists the County employees and general public in the resolution of matters and issues in respective areas of responsibility.
  • Reads, analyzes, and interprets applicable rules and regulations related to respective functions in area of responsibility.
  • Prepares and enters manual or system journal entries into the general ledger for assigned funds, grants and programs; reviews, maintains and reconciles financial transactions within the financial management system for review by higher level fiscal staff.
  • Compiles and provides statistical data for financial reports; generates data and assists in the preparation of monthly, quarterly and year-end financial, summary and technical reports, as directed.
  • Coordinates, verifies and ensures that time entry and employee payroll data are accurate prior to processing payroll.
  • Reviews and analyzes payroll reports regarding wages, expenses and taxes; prepares or directs the preparation of payroll records and reports for submission to various regulatory and other governmental agencies.
  • Creates and provides payroll wage reports for budget analysis, management and departmental requests, audit requests and Information of Public Records Act requests.
  • Works with auditors to provide requested fiscal reports and documentation.
  • Serves as part of the team when negotiating union contracts.
  • Monitors compliance with County policies with respect to payroll timekeeping; provides assistance to timekeepers, supervisors and employees.
  • Balances and processes daily and monthly reconciliations and transactions reports; verifies cash balances; processes payments; ensures accuracy of transactions within assigned fiscal program area.
  • Performs fiscal technical duties which includes the calculation, adjustment and processing of property tax receipts from taxpayers and financial institutions, and other revenue related transactions.
  • Reviews journal entries from Accounting when payments are returned; checks journal entry to determine whether penalties should be applied and makes adjustments as needed.
  • Performs other job related duties as required or assigned.

Minimum Qualifications

High School diploma or GED, and two years of college level coursework in accounting, business administration, or a related field plus five (5) years of technical /business administration and/or accounting experience, including two (2) years within a lead worker capacity; OR any related combination of education or experience in this occupation totaling seven (7) years including two (2) years within a lead worker capacity may substitute for the required education and experience and may be interchangeable on a year for year basis.

ADDITIONAL REQUIREMENTS

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Depending on assignment, some positions in this classification may require possession of a valid driver’s license.
  • Employee must complete required FEMA training(s) as assigned to position.
  • Employee must complete required Supervisor classes if applicable.

WORKING CONDITIONS

  • Work is typically performed in an indoor office environment, but occasionally requires travel to other locations.
  • Work environments may include noise, dust and/or unpleasant odors, and may occasionally require work in confined spaces.
  • Occasional evening, holiday and/or weekend work may be required.

EQUIPMENT, TOOLS AND MATERIALS

  • Equipment typically used in the performance of duties include telephone, computer, photocopy machine and calculator.
  • Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
