This position is responsible for providing financial analysis; including but not limited to enrollment, utilization and cost analysis for services provided under the Medicaid and Alliance programs.

Duties and Responsibilities
Utilizes District’s data systems to identify cost drivers and utilization metrics for Medicaid and Alliance provider services. Develops dashboards displaying utilization and expenditure data for the various provider payment types analyzed to be referenced by DHCF leadership in budget and policy-making decisions. Enlists a form of annual training in data query and analysis skills such as SQL, PowerBI, or other analytical tools such as advanced Excel. Identifies utilization measures and metrics for various provider types employing analytical tools such as PowerBI with claims data from the Medicaid Data Warehouse (MDW). Collects and compiles data to support the financial analyses, which includes an assessment of the data quality. Investigates and resolves issues associated with financial reporting system(s).

Develops and maintains a comprehensive framework of policies, guidelines, and procedures that govern the execution and delivery of the financial management services by the Office of Rates, Reimbursements and Financial Analysis. Analyses proposed legislation to determine both programmatic and financial impact. Collaborates with agency programs and sister agencies to ensure programmatic goals and amendments are incorporated in the forecasting analysis. Liaises with the OCFO to assist in ensuring that independent financial analysis, prepared by the OCFO, aligns with ORRFA.

Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
