The Department:
The Department of Information Technology is responsible for citywide strategic technology direction, operational support of application, infrastructure, and wireless technologies, enterprise application services, and manages information technology services contracts. The Department's goals are to: (1) Enhance reliability, availability, and security of technology systems; (2) Expand capabilities and business value of technology services; (3) Improve technology project delivery; (4) Increase capability for innovation to improve service delivery; (5) Provide efficient cyber security services to support innovation.
The Department’s mission is: “To provide high quality technology and wireless services while driving strategic innovation through collaboration and partnership with City and regional stakeholders.”

The Position:
Under the general direction of the Department of Information Technology Finance and Administration Program Manager, the Finance Program Coordinator position will manage fiscal and administrative operations for the Department of Information Technology. This position will be responsible for ensuring fiscal compliance requirements for the Department of Information Technology funds, managed service provider contracts, wireless infrastructure, capital improvement program, federal and state grants, citywide cellphone program, citywide multi-functional device program, and internal financial controls. In addition, this position develops and implements multiple strategies to ensure centralized IT costs are allocated citywide. The Department of Information Technology is a centralized department that provides direction Citywide regarding IT budget, IT budget monitoring, disclosure review for public offerings, and fiscal consulting services related to IT initiatives. This position will respond to inquiries from Council members and Independent Budget Analyst staff.

Key Areas of Responsibility:

  • Develop, plan, organize, direct, supervise and evaluate the activities necessary to prepare a $133 million annual operating budget for the General Fund, Wireless Communication Technology Fund, GIS Fund, OneSD Support Fund and Information Technology Fund;
  • Oversee the Department’s centralized Accounts Payable section and will be responsible for ensuring the timely payment of vendor invoice and P-Card payments;
  • Oversee the Department’s payroll functions, including the processing of bi-weekly payroll and organizational management adjustments;
  • Oversee the City Multi-Function Device Copier Program and Cell Phone Program to ensure compliance with policies and procedures;
  • Develop and establish work methods and standards, and conduct or direct staff training and development;
  • Perform studies and analysis as needed for other department divisions to establish performance criteria and management reports; and monitor compliance;
  • Oversee Department of Information Technology management components of the City’s Annual Comprehensive Financial Statement (ACFR);
  • Represent the department at meetings and in budget related matters and appears before the City Council and committees as requested; serves as an information source and provides necessary and relevant input to the City’s overall risk management program;
  • Establish methods and systems to track department revenue, expenditures and purchasing actions and recommend resolutions when inconsistent with projections;
  • Update and review annually Department of Information Technology annual citywide non-discretionary accounts descriptions, methodologies, assumptions and back-up documentation;
  • Develop, implement and monitor internal controls over financial reporting; and
  • Analyze, recommend and implement modifications of department’s standards, policies and procedures;
  • Provide seamless coverage when the Finance and Administration Program Manager is out of the office or unavailable and ensure budget deliverables are submitted on-time.
Minimum Requirements:
  • Bachelor’s Degree in Business Administration, Public Administration, Business Management, or a related field, and
  • Three (3) years of progressively responsible supervisory experience.
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.

Benefits:
This position is eligible for participation in the City’s Flexible Benefits Plan, which offers several benefit plan options or a taxable cash option; $50,000 in City-paid life insurance; paid annual leave accruing at a rate equivalent to 22 days per year for an employee’s first 15 years of service.
