Job Responsibilities:

Responsible for the management of employment services in Adams, Franklin, Mifflin, Juniata, Perry, Dauphin, Cumberland, Lancaster, Lebanon, Lycoming, Montour, Northumberland, Schuylkill, Snyder, York and Union counties. Provides leadership and ensures quality of services and compliance with all internal and external policies and regulations.

A. Hires, orients, trains, develops, coaches, disciplines, evaluates performance, and terminates staff assigned with the approval of the Employee Relations Coordinator. Review job descriptions annually, and updates as well as establishes performance criteria. Promotes and models a team-based approach among staff and works across departments to support all aspects of employment at Goodwill.
  • Develop and provide 90-Day Training Calendar for all new staff- including community on-the-job-training in the areas of Job Development, Job Coaching, CBWA Marketing, and CBWA Assessments.

  • Provides or arranges regular training activities for Employment Specialists relevant to their core job duties including, but not limited to, disability and employment legislation, risk management, job development and coaching, work incentives, disability awareness and philosophy on the employment of people with disabilities.

  • Develops telecommuting agreements with Employment Specialist when necessary.

  • Review Employment Specialist Performance Outcomes monthly with each individual Employment Specialist. Post results monthly on the Goodwill G drive for review by Director of Employment Services.

  • Review employment team results at monthly staff meetings.

  • Review, approve, and submit staff mileage reimbursement to Finance monthly.

  • B. Responsible for the management of employment services in assigned counties to include, but not limited to:
  • Markets services to funding sources and referrals. Attends Provider meetings, Employment 1st meetings and other funding source meetings, in service area, as scheduled attend hiring fairs and transitions fairs in service area.

  • Manages Employment Specialist caseloads using reports from Efforts to Outcomes software. Reviews caseload with Employment Specialist on a monthly basis.

  • Reviews Employment Specialist case notes, and Community Based Work Assessment final reports. Case notes are reviewed bi-weekly and feedback is submitted to Employment Specialist on case note revisions that must be completed according to established schedule to ensure compliance with program objectives, internal policies and procedures, and requirements of funding sources and other monitoring agencies. Works with Quality Assurance team to establish client file monitoring and review protocols. Review, approve Termination Reports.

  • Monitors placement services budgets and recommends changes to Director of Employment Services to ensure service delivery is in line with budget forecasts. Works with the Resource and Quality Assurance team complete monthly billing and financial tracking, including reconciling aged billing related to cost centers managed.

  • Monitors service delivery to ensure individual program and organizational goals are met and that services are consistent with clients’ Individual Employment Plans.

  • Participate in Employment Services Support Team Meetings with other Employment Managers and Director of Employment Services meetings as scheduled.

  • Provides employment support services (including career development, job interviewing, resume development, job development, placement, and coaching support) if necessary.

  • Participate in training relevant to changes in service delivery.

  • C. Maintains awareness of new and changing laws, regulations, funding directions, expectations, etc. as relates to services provided.
    D. Works cooperatively with other Goodwill departments and divisions to support the integrity of services provide and compliance with regulating bodies.
    E. Promotes an environment of workplace safety by training and informing others regarding safety standards/precautions. Monitors safety and takes corrective action. Assures that regulatory safety requirements are adhered to.
    F. Communicates progress, problems, and concerns to the Director of Employment Services.

    Job Qualifications:

  • Bachelor’s Degree in Human Services or relevant field with three (3) years of experience working with person with disabilities.

  • Supervisory experience preferred.

  • Ability to work maturely with a variety of confidential information.

  • Must be able to obtain and maintain ACRE Certification or Certified Employment Support Professional (CESP).

  • Flexibility to work the hours required to meet the goals and needs of the division.

  • Must have excellent communication, writing and organizational skills. Interaction with participants must be respectful, supportive and therapeutic.

  • Computer proficiency with a working knowledge of Microsoft Office products.

  • Bi-lingual English/Spanish preferred.

  • Must have a valid driver’s license, reliable vehicle, and satisfactorily complete a motor vehicle check on an annual basis.

  • Must complete and successfully pass Criminal Record Check, Child Abuse Clearance, FBI Clearance and Low Risk Federal Background Check.

    Salary Range $48,600 to $53,460 based on experience
