Job description
Administers all employee labor relations matters for the directorate, providing a central source of information and recommendations to ensure uniform administration of Laboratory policies, labor and employment law and contractual provisions in collective bargaining agreements applicable to union and non-union employees. Facilitate union grievance hearings and prepare draft decisions. Participate on interview panels as needed. Develop and utilize training script for time and attendance system training. Monitor employee paid absences, track for accuracies and patterns. Function as Payroll liaison. Maintain updates and accuracy of directorate employee handbook. Perform ad hoc assignments from Directorate Management.
Position Requirements
- Ability to administer Laboratory and directorate policies and procedures.
- Ability to interpret and implement Argonne`s Human Resources Policies and Procedures.
- Ability to interpret provisions in the collective bargaining agreements applicable to the division, labor relations and labor and employment law, outside labor contractors, Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Equal Employment Opportunity Commission (EEOC), and affirmative action regulations.
- Excellent oral and written communications skills.
- Skills required in maintaining good human relations, employee counseling, and handling grievances and disciplinary issues.
- Skill in anticipating problems and directing or participating in their solution.
- Strong organizational skills with attention to details; highly responsive and using sound independent judgment to accomplish tasks.
- Ability to handle sensitive and confidential issues with tact and diplomacy.
- Proficiency in Microsoft Office applications.
- Ability to learn Argonne’s timekeeping system application.
- Ability to model Argonne’s Core Values: Impact, Safety, Respect, Integrity, and Teamwork.
The selected candidate will be placed at the appropriate level (PA2 or PA3) dependent upon depth and breadth of relevant knowledge and skills brought to the position, as well as the amount of relevant experience. The requirements of the various levels are as follows:
- PA2 Level: Bachelor’s and 2+ years of experience or equivalent.
- PA3 Level: Bachelor’s and 4+ years of experience or equivalent.
