Position Summary:
Under the general direction of the Emergency Manager, the Emergency Management Specialist provides support for all emergency management activities for the Pueblo of Santa Ana Emergency Management Department. *NOTE: we encourage individuals with prior military and/or current Public Safety/EMS/Fire Service Experience. *

Essential Duties & Responsibilities:
- Coordinate disaster response and crisis management activities (both in and outside of the Pueblo of Santa Ana and surrounding areas) and assists the Emergency Operations Center with response activities ie. answering phones, issuing supplies, delivering supplies to community members.
- Perform On-Call duties when scheduled and report to work within specified timeframe and work alternate shift schedules when necessary to meet the mission requirements, to include weekends and holidays.
- Design and administer emergency training courses on how to effectively respond to an emergency or disaster. Ensure compliance with the National Incident Management System (NIMS) program.
- Assist in the developing, coordinating and analyzing programs, policies, procedures, guidelines, and objectives for emergency management.
- Assist with the Development, implement, coordination and overseeing of emergency management project and programs for all Santa Ana Tribal and Adjacent Lands to include highways, roads, railways, pipelines, powerlines and any other public infrastructure.
- Assist with updating the Santa Ana Pueblo All-Hazards Emergency Operations Plan (EOP), the Threat and Hazard Identification Risk Assessment (THIRA), All – Hazards Mitigation Plan, Cities Readiness Initiative (CRI) plan, and recommend the development of other plans that support the Department's mission.
- Assist all departments within the Pueblo in updating annually, the FEMA Community Lifelines annexes to the Emergency Operations Plan.
- Assist in updating annually the Continuity of Operations Plans (COOP) base plan and assist all departments within the Pueblo to address continuity of essential operations.
- Schedule, plan and conduct meetings and workshops related to the EOP and related activities.
- Develop and implement Santa Ana Pueblo Multi-Year Training and Exercise Plan (MYTEP).
- Assist in conducting After Action Reviews (AARs) during activation of the Emergency Operations Center while responding to emergencies or community crisis.
- Conduct coordination with municipalities, county departments and similar entities to facilitate plan development, response effort coordination and exchanges of personnel and equipment.
- Coordinate setting up centralized areas within the community for local resources to aid the community in responding to local, regional, state, and national emergencies, ie set up for testing, vaccination, medical care.
- Prepare status reports describing recovery efforts, needs, and preliminary assessments for an emergency situation. This also includes community population status and assessments reports.
- Maintain data and related documentation pertaining to emergency response activities and prepares periodic reports using software tools, ie excel, word, outlook, when required.
- Assist with presentations to the Governors or Tribal Council or both when needed or requested. In the absence of the Emergency Manager, deliver the presentations. Attend local, state, tribal and federal emergency management training, workshops, conferences to learn about best practices and assist with improvement of surrounding County's Emergency Preparedness Plans.
- Maintain awareness of activities and/or events that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
- Ensure all Emergency Management vehicles and equipment receive regular preventive maintenance and service checks to ensure readiness and reliability.
- Participate in community education and public relations programs that involve emergency management.
- Adheres to Policies and Procedures.
- Performs other duties as assigned.
Minimum Qualifications:
Bachelor's degree from an accredited college or university in Emergency Management or related field plus three (3) years of dealing with disasters/emergencies as part of the Emergency Operations Center. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check. Must possess and maintain a valid New Mexico driver’s license and be insurable under the Pueblo’s insurance.
2. Successful completion of FEMA Emergency Management Academy and ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, and ICS 800 courses preferred.
3. Successful completion of the FEMA Professional Development Series (PDS) Certification within a year of hiring.
4. Advanced Professional Series (APS) Certification preferred.

6. Successful of FEMA Homeland Security Exercise and Evaluations Program (HSEEP) course.
Knowledge, Abilities, Skills, and Certifications:
- Knowledge of traditional form of government and Pueblo customs and traditions. Knowledge of the functions and structure of Santa Ana Pueblo. Knowledge of current Federal, State, and local laws, ordinances, regulations, established procedures, approved principles, practices, and organization of emergency management work. Ability to communicate effectively both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective presentations to small or large groups.
- Ability to manage projects and personnel effectively and to work productively either independently, as a team member or team leader. Ability to interact effectively and professionally with Santa Ana Pueblo Departments, counties, state, and federal funding agencies. Excellent organizational skills and ability to handle effectively multiple concurrent assignments, and activities.
Proficiency in the use of Microsoft based word processing, spreadsheet, and database software and in the development and maintenance of data. Ability to calculate figures and amounts; ability to compute percentages and to interpret graphs. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Personal computer skills necessary. Ability to apply knowledge of current research and theory in specific field. Ability to exercise independent judgment. Ability to maintain confidentiality. Ability to analyze situations and adopt appropriate courses of action. Ability to establish and maintain professional relationships with co-workers at all levels. Ability to make solid decisions and exercise independent judgment. Ability to be persuasive and tactful in controversial situations.Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; and talk or hear and lift objects up to 50 pounds. The employee occasionally is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms.
Work Environment:
Employee performs work indoors and outdoors as the situation dictates; may be exposed to extreme temperatures depending on weather conditions and fire hazard conditions; will be on a flexible work schedule, including evenings and weekends as training or work schedules demand; may occasionally be exposed to intermittent high noise levels such as sirens, engines, and loud voices; may be exposed to vibration of the body on an intermittent basis from vehicle rides and off-road travel; may occasionally be exposed to the following hazards: driving hazards, difficult terrain, possibility of hazardous material spills and hazards inherent in firefighting; may occasionally be exposed to exhaust fumes, heat, smoke, water, dusts, fire retardant chemicals, and toxic fumes; works on uneven, natural ground surfaces, asphalt, cement, stairs, ladders, scaffolding; may have to lift 50 pounds occasionally; use 2-person lift when needed or required; works with a select team with or without direct supervision, and at times may work with a large group of people.
