Duties

Correctional Industries is committed to maintaining and expanding incarcerated worker training programs which develop marketable skills, instill and promote positive work ethics, and reduce the tax burden of Corrections. Under the supervision of the Operations Manager, this journey level licensed electrician position supervises incarcerated work crews engaged in the installation, modification, maintenance and repair of electrical equipment, systems, and marine vessels. This position functions as a recognized expert for major projects to resolve highly complex problems throughout the McNeil Island Stewardship (MIS). Strategically troubleshoots problems with electrical circuits and equipment and develops a knowledge of all stewardship electrical systems. This position also lays out and directs shop activities and can instruct and train incarcerated workers in electrical work related to the stewardship undertakings, as well as ensure all applicable Department of Correction (DOC) policies, associated federal and state regulations, and county permitting requirements are followed and enforced. Responds to equipment failures around the clock to sustain service reliability.

Duties of an Electrician Supervisor may include, but are not limited to:

Electrical Work and Repairs


  • Maintains and repairs Programmable Logic Controllers (PLC), Variable Frequency Drives (VFD) and Silicone-Controlled Rectifiers (SCR).
  • Maintains and repairs consoles and engineering stations including engine, steering systems, alarm and monitoring systems, running light panels and navigation lights, manual and motorized search light systems.
  • Reads electrical plans and blueprints; inspect maintenance and installation projects to ensure compliance with local codes; determines scope of work, materials needed, and their cost and availability; schedules and coordinates dates for arrival of personnel, supplies and equipment in accordance with established completion schedule.
  • Orders material and maintains inventory of required supplies to support operations.
  • Assists in preparing department budgets, maintaining shop records, and writing reports when required; enforces procedures.
  • May plan, identify, direct, and inspect the work of high voltage electricians engaged in high voltage electrical work.
  • Maintains and repairs machinery controls, monitoring, and shutdown systems.
  • Installs and repairs power generating shipboard power and lighting distribution systems, rotating and static power supplies, battery systems for engine starting, emergency power and lighting systems.
  • Perform minor electrical equipment rigging.
Provide supervision and training for assigned operations staff and incarcerated work crews
  • Supervise and train operations staff and incarcerated work crews in equipment and tool safety, operation, and maintenance, as required by equipment user manuals, L&I safety standards, DOC policies, facility operational memoranda, and established expectations prior to equipment operation.
  • Document and provide staff and incarcerated workers feedback on job performance and behavior using documents including but not limited to: infraction reports, incident reports, behavior logs, performance appraisals, monthly counseling sessions, certificates of proficiency, letters of counseling, or verbally, as appropriate and in accordance with (IAW) DOC policy Ensure work performed is IAW the National Electrical Code (NEC) and Labor and Industries Direct and assign incarcerated workers.
  • Coordinate production/schedule efforts with other departments.
  • Develop and operate preventative maintenance schedule for equipment.
  • Monitor and verify Standard Operating Procedures (SOP) are followed (e.g.: identify and report deficiencies, conduct in-process inspections, verify correct raw material usage).
  • Account for and maintain security and discipline over incarcerated workers in accordance with DOC policy.
Safety Training and Secure Operations
  • Maintain accurate safety program records.
  • Within established review timelines, investigate accident reports to identify root cause and recommend preventative measures.
  • Participate in and/or conduct monthly safety committee/meetings.
Planning and Scheduling
  • Plans and schedules replacement and repair services based on a master schedule; schedules materials, machinery, and workers to meet completion dates, and adjusts to meet demand/deadlines.
  • Coordinates service scheduling efforts with other staff.
  • Coordinates material (goods) deliveries, and support services.
  • Develops and operates preventative maintenance schedule for equipment.
  • Monitor and verify SOPs are followed
Administrative Duties
  • Prepares incarcerated worker personnel actions (i.e., infractions, onsite corrections, corrective counseling, coaching, expectations etc.) IAW DOC policies.
  • Participates/conducts inventory control and counts.
  • Assists in the development of SOPs and operational memorandums.
  • Provides input for the development of operating forecasts, and equipment replacement.
  • Supports continuous process improvement.

Qualifications

Required Qualifications:


  • High school diploma, GED or equivalent
  • Valid Washington State Driver’s License
  • Current Washington State EL-01 Electrical License/Certificate
  • Technical training in electrical systems, and two (2) years of experience as a journey level electrician.
AND
  • One (1) year fulltime work experience supervising employees, within the past 10-years, in which the supervisory duties included directing the work of supervised employees and providing performance feedback.
OR
  • Three (3) years of fulltime work experience supervising incarcerated workers within a correctional environment in which supervisory duties included providing worker performance feedback within the past 15-years.

Desired Qualifications:
  • More than two (2) years fulltime work experience supervising employees within the past five (5) years in which the supervisory duties included directing the work of the employees supervised and providing worker performance feedback.
  • Technical training in electrical systems, and four (4) years of experience as a journey level electrician.
  • AA degree or Vocational Certificate/Degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA).
  • Experience in teaching and training adults
  • Experience working within a correctional facility and ability to apply negotiation and conflict resolution skills.
