Hiring Range: $52,000 - $62,400.00 DOQ

The purpose of this position is to provide high level assistance to the Economic Development team through a variety of administrative, budgetary, research, analytical and strategic tasks in support of economic development for the City of Sachse. This is accomplished by performing a variety of responsible, professional-level duties including conducting research, planning, and coordinating assigned programs and projects. This position will prepare reports, make public presentations, respond to citizen inquiries for service, assist other staff as needed, and assist in the implementation the communication needs for the department. Other duties may include preparing assigned contracts, performing project management, and researching and coordinating special projects as directed by the Economic Development Manager or City Manager.

Attention to Detail: Performs tasks with care and is thorough. Checks work to ensure accuracy and completeness. Compares final work product to what is expected to find inconsistencies or errors. Remains aware and takes care of details that are easy to overlook or dismiss as insignificant. Evaluates operations and activities of assigned responsibilities and recommends improvements, modifications and changes to programs, policies and procedures as a result.

Adaptability: Adapts to changes in the work environment; manages competing demands; able to deal with frequent change or unexpected events; and changes approach or method to best fit the situation.

Analysis: Conducts complex and sensitive administrative, operational, and management analyses, studies, and research projects. Selects, adapts, and applies appropriate research and statistical techniques. Gathers and analyzes data and information from various sources on a variety of economic topics

Organizational Support: Provides highly complex and professional staff assistance; prepares and presents staff reports and other necessary correspondence; and develops and presents recommendations on programs, policies, and procedures as a result of assigned projects. Perform research for special projects; collects information on operational and administrative problems and perform comprehensive analysis; synthesizes information and makes recommendations on policy issues; prepares comprehensive reports or briefings for use by internal and/or external organizations. Prepares quarterly and annual reports as assigned.

Project Management: Develops project plans, coordinates projects, communicates changes and progress, completes projects on time and within budget, and manages project activities.

Strategic Thinking: Develops strategies to achieve assigned goals, understands department’s and stakeholders strengths and weaknesses, identifies external threats and opportunities, and adapts strategy to changing conditions. Confers with staff to assure smooth functioning of newly implemented systems or procedures.

Financial Stewardship: Researches and monitors budgets as assigned, ensures expenditures are in accordance with city-established financial principles, and ensures adherence to effective internal controls.

Fiscal Responsibility Conducts research for budget documents and compiles data for computer entry. Enters or oversees data entry and monitors department budgets as assigned throughout the fiscal year. Supports development of annual City budget as assigned, including preparation and update of annual financial trends and benchmark city data.

Customer Focus: Exhibits a commitment to delighting customers by providing an exceptional customer experience. Understands and applies the principles of quality customer service by responding promptly to customer needs and requests. Answers phone calls, emails, letters, and addresses visitors in a professional, helpful manner by providing accurate and informative information with the ability to resolve problems or refer inquires to the correct contact.

Interpersonal Relationships: Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations. Handles all interactions with poise, tact, and diplomacy; and in a confidential manner.

Partnerships/Relationship Management: Develops and nurtures community relationships and organizational partnerships by providing reports and presentations to staff members, City Council, advisory boards, civic and service organizations, the business community, and the general public. Establishes and maintains positive relationships with vendors, contractors, and community volunteers through frequent interaction, attentiveness, and accuracy of information and responses.

Perform other work as assigned.

Bachelor’s Degree in Economic Development, Urban Planning, Public Administration, Finance, Geography or a related field, and one year of experience in performing complex administrative support duties. Work experience in economic development, planning or a related field is preferred.

NOTE: An equivalent combination of education and experience sufficient to successfully perform the essential functions of the job may be considered.

LICENSE, CERTIFICATION OR OTHER SPECIAL REQUIREMENTS:

Possession of valid Texas Driver License, Class C or higher or ability to obtain in timeline identified in state statutes.

Proficient knowledge of Microsoft Office products required.

Basic knowledge of Adobe Creative Suite (Photoshop, InDesign, and Illustrator) preferred.

Requires flexibility to work evenings, weekends, and holidays for City Council and Boards meetings, and city and community events as needed, and to attend trainings and conferences related to the field.

May also require the ability to attend courses and other training required to obtain certifications to enhance job knowledge, and share information learned with other members of the team to assist EDC staff in remaining current on relevant topics.

NOTE: All certifications and licenses must be current at time of application and must be maintained as a condition of employment.

Supervision: Job has no responsibility for the direction or supervision of others. Human Collaboration Skills: Work requires regular interaction with others involving the exchange and receipt of information. Freedom to Act - Receives Immediate Direction: Regularly performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired results with little room for deviation. The immediate supervisor may, at times, provide a close and constant review. Technical Skills: Work requires the use of standard technical skills appropriate to the work environment of the organization. Knowledge of website content management systems, desktop publishing software, Microsoft Office Suite, Adobe Creative Suite, HTML, and social media platforms is preferred. Reading Skills: Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Math Skills: Ability to deal with a system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience or self-study. Writing Skills: Must have excellent written and verbal communication skills. Mastery of English usage, including grammar, spelling, punctuation, and vocabulary. Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
