This is professional, administrative and analytical work performing quality assurance monitoring and providing technical assistance in regard to drug and alcohol prevention, intervention, treatment and treatment-related subcontracts in a Single County Authority (SCA).

The Drug and Alcohol Program Representative, Department of Human Services (DHS), Office of Behavioral Health (OBH), Bureau of Drug and Alcohol Services (BDAS), with administrative and technical supervision by the Drug and Alcohol Program Representative Supervisor, Bureau of Drug and Alcohol Services (BDAS), performs duties in monitoring and providing technical assistance in accordance with State regulations/guidelines and County policies and assigned contracts between Allegheny County and private agencies which provide D/A prevention, intervention, recovery support, and treatment services.
Prepares written reports per the contract agency monitoring process including areas of strength and those needing improvements. Directs improvements in each program on a quarterly, semi-annual or annual basis.
Completes annual and semi-annual Department of Drug and Alcohol Programs (DDAP) monitoring to ensure programmatic, fiscal, personnel and administrative compliance with County, State, and Federal regulations.
Reviews and approves agency action plans for corrections of deficiencies in programs, general administration, fiscal and personnel areas for assigned agencies.
Monitors agencies regarding general administration and service utilization compliance based upon DDAP Monitoring Policies and Procedures.
Monitors maintenance of adequate clinical and fiscal records, e.g., psychiatric evaluations, treatment team reviews, cash flow requests, year-end reports, the Roster of Personnel of contract facilities and other pertinent documents.
Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 8:30 am to 4:30 pm, Monday - Friday, with one-hour lunch.
- Salary: In some cases, the starting salary may be non-negotiable.

Receipt of a Covid-19 vaccination: You must provide proof of a Covid-19 vaccination. You will need to be fully vaccinated or have at least one shot of a two-shot series before beginning work. Allegheny County will allow for medical and religious exemptions from the requirements in accordance with state and federal law.
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Four (4) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and an associate’s degree including or supplemented by eighteen (18) credits in the behavioral sciences, or public health or human services administration; or
- Two (2) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and a bachelor's degree in the behavioral sciences, or public health or human services administration, or a closely related field. Graduate course work in the behavioral sciences, or public health or human services administration may be substituted for up to one year of the required experience.
