The Virginia Department of Transportation’s (VDOT) is excited to announce an opportunity to serve as the Division Administrator for our Federal Programs Management Division. This position is located in Richmond, Virginia in our downtown complex. In this position, you will provide leadership and direction in the operation of the Virginia Department of Transportation
Federal Program Management activities. The position is responsible for establishing program goals and ensuring appropriate execution and performance of program activities and compliance with applicable laws and regulations.

Position specific responsibilities and duties will include, but not limited to:

Program oversight and delivery – Direct federal programmatic financial policies and processes.
Effectively adheres and maintains legislative and agency operations to include strategic planning
and service delivery.

Leadership – Provide leadership and guidance in the development and implementation of related
programs, policies and activities. Establish program and operational controls. Effectively
manage staff and budgets.

Interaction – Effective interaction with diverse constituencies including General Assembly
members, government officials, and consumers on matters relating to administrative and
operational program aspects, resolution of major issues affecting the public or customers, and
consulting on legislative issues.

Strategic financial leadership – Serve as member of the Directorate’s leadership team and
strategically examines financial issues and concerns. Determine tools and methods of
addressing issues that benefit the organization. Ensure proper financial stewardship through
the direction of policies and procedures to manage the division’s budgets.

Minimum Qualifications
  • Experience in highway transportation financing including regulations, statutes, policies and practices.
  • Experience applying business and management principles involved in strategic planning, resource allocation, human resources modeling, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer services to include customer needs assessment, meeting service quality standards, and evaluating customer satisfaction.
  • Experience directing complex programs, supervising staff and managing budgets and funding programs.
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
  • Ability to resolve unusually complex and sensitive problems.
  • Progressively responsible leadership skills.
  • Skill in promoting and providing good customer service to internal and external customers.

Preferred Qualifications
  • Knowledge of program evaluation, analysis and strategic planning.
  • Progressively responsible federal programmatic financial experience in related field and experience in administrative and management activities of transportation related programs.
  • Degree in Finance, Public or Business Administration, Business Management, Planning or other related field.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

Salary negotiations cannot exceed the posted salary range.
