District Works Field Supervisor
Peninsula Engineering seeks an experienced and motivated District Public Works Field Supervisor to oversee public works for the District of Ave Maria, Florida. This position reports the District Manager and will be responsible for strategic planning and maintenance. Public Works Operations programs are supported by Engineering and administrative staff within the District. This position is a working supervisory position with a mix of office/field functions.
JOB REQUIREMENTS:

- Monitors and evaluates the efficiency and effectiveness of existing policies and procedures and recommends changes as needed.
- Conducts inspections of town infrastructure to ensure that the appropriate levels of maintenance and repairs are being performed.
- Performs condition evaluation of various assets and uses evaluation results to recommend and prioritize maintenance and repair work.
- Implements, manages and monitors the town’s sidewalk maintenance program in accordance with all applicable local, regional, state and federal regulations.
- Implements, manages and monitors the operations and maintenance of District streets, lighting systems, signage and storm water systems in accordance with all local, regional, state and federal regulations.
- Recommends operational decisions that affect employee and citizen safety for assigned areas.
- Recommends and implements goals and objectives assigned areas and establishes performance standards and methods to ensure quality service and work product.
- Oversees all contractors and vendors involved in the operations and maintenance of town's landscaping, stormwater collection systems, lakes, street infrastructure, etc.
- Plans, prioritizes, and coordinates maintenance activities with contractors to remedy deficiencies and schedule preventive maintenance.
- Monitors and evaluates contractor performance. Develops work plans for maintenance and operations staff; assigns work activities; reviews and evaluates work product, and recommends improvements, as needed.
- Monitors work in progress to identify problems, and to ensure organized and efficient work and a quality work product.
- Performs inspections of contractors' repair and maintenance work to ensure completion in accordance with procedures established in the operations and maintenance manuals and contractual compliance.
- Coordinates with technical staff in planning, design, and construction of infrastructure related capital projects and any other special project assignments.
- Uses and maintains a Computerized Maintenance Management Systems (CMMS) work order system (i.e., Cartegraph OMS) to track all maintenance and improvement tasks, activities, projects and cost.
- Prepares necessary reports from CMMS related to operations/maintenance activities.
- Maintains and updates equipment information in asset management/work order software.
- Develops preventative maintenance (PM) work orders for all maintenance activities and oversees and ensures that all required preventive maintenance activities are performed on time.
- Assists in preparing requests for proposals, scopes of work, and task orders for contracted projects in preparation for informal solicitations.
- Participates in the development and administration of the annual budget; funding forecast for infrastructure needs; and monitors and approves operational expenditures.
- Takes proper safety precautions, anticipates unsafe circumstances, conducts safety inspections and acts accordingly to prevent incidents; reports all accidents and damage to town property.
- Participates in professional organizations to stay abreast of new trends and innovations in the public works field.
- Performs other related duties as required.
SKILLS:
- Knowledge of standard and accepted safety regulations and standards for safe working practices
- Knowledge of applicable state, county and town laws and regulations relating to construction and maintenance of streets, cart paths and sidewalks
- Ability to understand, interpret and explain applicable laws, regulations and policies governing assigned programs in a clear and concise manner
- Principles and practice of construction, maintenance, and repair of typical public works infrastructure.
- Materials, methods, terminology, equipment, and tools used in the maintenance and repair of stormwater management facilities, streets, sidewalks, signage, etc.
- Knowledge of work order (CMMS) software applications.
- Knowledge of equipment, tools, and materials used in typical public works operations.
- Functional with computers and software applications such as Word Processing, Spreadsheets and Databases
- Ability to read and understand operations and maintenance manuals; construction drawings; and plans and specifications
- Ability to organize, implement, and direct work plans related to repair and maintenance operations and activities.
- Ability to perform and/oversee complex maintenance duties and operate related equipment.
- Develop and recommend systems and procedures related to assigned operations.
- Ability to engage, guide, and motivate staff.
- Ability to communicate clearly, concisely, and tactfully both orally and in writing.
OTHER:
- Valid Driver’s license and a satisfactory driving record
- Emergency response and attendance at occasional evening meetings necessitates work outside normal working hours
TYPICAL CONDITIONS/REQUIREMENTS:
- Work is performed in an office and field environment.
- May be exposed to traffic and construction hazards, mechanical and/or electrical hazards, air contaminates, adverse weather conditions, temperature and noise extremes, wet weather, humidity, heights, confined spaces, fumes, dusts, odors, toxic chemicals and vibration.
- Must possess mobility to work in a standard office setting, to conduct walking inspections over uneven terrain, climb ladders, stairs or other temporary access points.
- Must possess the ability to lift, carry, push and pull materials and objects weighing 50 pounds
EDUCATION:
Education /Training: Associates Degree, technical school, or two years of college level course work in Public Administration; Engineering Technology; Engineering or a related field; or equivalent combination of education and experience.
Experience: A minimum of five years of increasingly responsible operations experience in a supervisory role.
