Job description
The Community College Education and Training Fund Program (ETF) is a statewide initiative among MA Community Colleges designed to support eligible long-term unemployed and under-employed adult workers seeking to enter/reenter the workforce in high-demand industries. Massasoit's division of Corporate and Community Education (CCE), which comprises the noncredit area of the College, is leading the ETF effort.
The ETF Director reports to the Associate Vice President of Academic Affairs and will oversee all aspects of ETF staffing and programming including any new cohort training programs. The ETF Director will work closely with CCE staff to ensure successful ETF program implementation, student and instructor recruitment and support, as well as financial and administrative oversight. In addition to ETF, the Director will assist with other CCE programs as needed.
Responsibilities and Duties:
- Supervise the ETF Special Programs Coordinator and ETF Outreach Counselors in their daily responsibilities
- Coordinate with Communications staff to prepare and update all ETF marketing materials (e.g., brochures, flyers. and Website)
- Manage, track and maintain ETF budget and program expenditures, including student stipend disbursements
- Work with the Registrar and CCE staff to establish the ETF course schedule and descriptions into the Fall, Spring, and Summer catalogs and all marketing materials
- Review enrollments and make decisions regarding running or canceling ETF courses
- Receive and respond to inquiries via telephone, mail, email, and/or walk-ins
- Recruit, interview, hire, and evaluate instructors for ETF courses in collaboration with CCE staff
- Oversee the preparation of instructor packets and contracts, supervise instructors and course delivery, as needed
- Supervise the student intake process each semester for acceptance into each ETF programs and streamline the process when needed
- Oversee the development and maintenance of student records (electronically and required hard copies) such as intake forms, eligibility documentation, class lists, enrollments, completions, and job placement for each ETF-funded program
- Coordinate with Career Services and external partners (e.g., MassHire Greater Brockton Career Center) staff to promote ETF student job placement and participation in employer job fairs
- Prepare appropriate ETF reports (e.g., all required MACC reports including financial. disbursements and semester enrollments)
- Represent Massasoit at ETF statewide meetings
- Attend CCE, college-wide, and ETF course-related meetings
- Perform other duties as assigned
Job Requirements:
- Master's degree or higher
- Minimum of 3 years' experience in program administration and coordination
- Experience in a higher education or workforce development environment with an understanding of barriers to higher education and/or training faced by some students
- Experience with grant-funded or similar short-term workforce development programs, including recruitment, assessment, support, and data collection
- Experience and collecting, tracking and updating data in Excel
- Proficiency with Microsoft Word, Excel, and Outlook
- Strong communication skills
- Excellent customer service skills
- Excellent organizational and planning skills

- Demonstrated commitment to working with diverse populations
- Experience creating and/or leading new education / workforce development programs
- Strong interpersonal skills and professionalism demonstrated through telephone, face-to-face, and written communication
- Ability to recognize and protect sensitive/confidential information
- Competency in office procedures, including accounts payable and general payroll processes
- Ability to take initiative and seek out information based on student needs
- Experience and comfort with databases and social media
Additional Information:
Position Status: Non-unit Professional, full-time grant funded with benefits.
This position is grant-funded through FY 2024 and is subject to state appropriation.
Hours: 37.5 hours a week, Monday - Friday, 8:30 a.m. - 5 p.m.
Salary: $77,207 - $100,367 (annually), commensurate with education and experience.
Worksite: Assignments will include all Massasoit sites. This position may be eligible for telework in accordance with the College's telework policy.
